DescriptionAVER is seeking a
Product Manager/Scrum Master with in-depth knowledge and experience assisting with agile management. The Product Management Branch is responsible for delivering multiple enterprise capabilities that affect mission-critical operations. A dedicated Project Leader (Product Manager) is required to provide single-point accountability for planning, delivery, and lifecycle management of these products. Support federal client engagements by combining program management operations, business analysis, process improvement, and technology-enabled solutions. This individual will serve as a client-facing consultant responsible for identifying operational challenges, developing practical solutions, and independently driving initiatives from concept through implementation.
Responsibilities include: - Own and maintain product roadmaps that balance mission needs, cybersecurity, technical debt, and budget constraints.
- Coordinate work across development, infrastructure, cybersecurity, and business stakeholders to ensure integrated delivery.
- Manage schedules, risks, dependencies, and resource allocations using standard project management practices.
- Serve as the primary liaison to governance bodies, providing status, performance metrics, and decision-ready options.
- Ensure that releases are incremental, value-focused, and aligned with enterprise architecture and CIO priorities.
- Experience defining and prioritizing product features using structured frameworks (e.g., MoSCoW, WSJF, value scoring).
- Demonstrated ability to translate mission needs into actionable product strategies, release plans, and measurable outcomes.
- Strong understanding of enterprise architecture principles, system integration patterns, and how technical constraints influence product decisions.
- Experience managing cross-functional delivery teams, including developers and business stakeholders.
- Ability to develop decision-ready briefings, business cases, and governance artifacts that support executive-level prioritization.
- Familiarity with agile product management practices, including backlog ownership, sprint planning, and iterative release cycles.
- Experience working in federal or regulated environments where compliance, documentation, and auditability are essential.
- Ability to identify and manage product risks, dependencies, and tradeoffs across multiple mission-critical systems.
- Strong analytical skills with the ability to interpret metrics, KPIs, and user feedback to drive continuous improvement.
- Experience supporting change management activities, including stakeholder communication, training coordination, and adoption planning.
Education Requirements:- Bachelor's degree in Computer Science, Information Systems, Business Administration, Management, or an equivalent/related field
Certification Requirements:- CSM Agile Scrum or SAFe certification required
- PMP or equivalent training desired
Experience Requirements:- 7+ years of experience in business analysis/technical analysis experience, including leading end-to-end product delivery across multiple releases, including roadmap development, prioritization, and lifecycle management
- Ability to manage cross-functional teams (development, cybersecurity, infrastructure, business stakeholders) in an agile or hybrid SDLC environment
- Experience coordinating enterprise-level dependencies, risks, and resource allocations across complex, integrated systems
- Proven track record presenting to governance bodies or executive stakeholders, including preparing decision-ready briefings and performance metrics
- Experience balancing mission needs, technical debt, cybersecurity requirements, and budget constraints when making product decisions
- Background supporting enterprise or federal programs where documentation, compliance, and auditability are essential
- Experience delivering incremental releases that align with enterprise architecture standards and CIO-level priorities
Desired Requirements: - Experience developing product strategies and roadmaps that incorporate mission priorities, cybersecurity requirements, and long-term technical debt reduction
- Demonstrated ability to use KPIs, analytics, and user feedback to drive prioritization and measure product value
- Familiarity with enterprise architecture principles and the ability to align product decisions with CIO-level standards and modernization initiatives
- Experience preparing governance artifacts such as business cases, decision briefs, tradeoff analyses, and performance dashboards
- Background supporting change management activities, including stakeholder communication, training coordination, and adoption planning for new enterprise capabilities
Location:- Washington, DC
- HYBRID, 2 days a week on client site required
