Qualifications

Context

The Procurement Lead shall be the strategic partner of the Project team for all procurement and purchases matters.

Missions/Main Duties

He shall be responsible for the following:

  • execute the procurement activities in accordance with the Procurement Plan and maintain an up-to-date Procurement Plan;
  • contribute to the Execution Phase Procurement Strategy, including on major value and longer lead procurement items, and for equipment, material required for the execution of the Project Execution domestic and international supply chain development;
  • set a procurement schedule that includes a sequence of activities required to be performed and which outlines priorities;
  • establish a suite of template vendor compliance, tender and contract documents;
  • initiate, develop, comprehend, interpret, tender, evaluate, negotiate and issue contracts;
  • negotiate contracts for supplying commodities, capital equipment, services and supplies;
  • establish and apply tools for ensuring that equipment, material and supplies procured are providing value for money and will enable the achievement of the Project scope, specification and schedule requirements;
  • contribute to procedures and standards for project procurement, including the incorporation of existing company practices and methods, where appropriate;
  • audit compliance to established procedures and standards for project procurement;
  • issue required documentations to pre-qualified bidders of tender;
  • analyzing and administering contractual documents for completeness and accuracy to achieve value for money; and
  • participate in working groups and other project meetings and reporting on all procurement activities.
Profile/Skills
  • 8 years9 relevant procurement experience with at least 2 years9 experience in leading procurement teams for major capital design and construction projects.
  • A minimum of 3 years9 rail transit experience is an asset
  • PMAC or equivalent
  • Experience with preparing, negotiating, and awarding major project contracts.
  • Experience with government procurement of capital projects.
  • Knowledge of technical specifications as required for individual contracts.
  • CPSM or MCIPS or relevant equivalent certification is an asset.
