The Impact you will have in this role:

We are seeking an experienced Associate Director - Oracle Fusion HCM Technology Functional Architect to serve as the functional and solution architect for Oracle Fusion HCM platform and related HR technology ecosystem. This role will be responsible for driving strategic HR technology initiatives, defining solution architecture, establishing best practices, supporting modernization efforts, and ensuring the platform remains scalable, secure, compliant, and aligned with business objectives.

The successful candidate will combine deep Oracle Fusion HCM expertise with strong stakeholder management, and enterprise IT experience. This individual will partner closely with HR, IT, Security, Enterprise Architecture, Data & Analytics, and third-party vendors to deliver innovative solutions that enhance employee experience, improve operational efficiency, and support DTCC's strategic priorities. The role will also be responsible for mentoring team members, driving continuous improvement, and promoting the adoption of emerging technologies, including AI and automation capabilities.

Your Primary Responsibilities:

  • Lead implementation, enhancement, modernization, and support initiatives across the HCM platform.
  • Collaborate with technical leads, project managers, and delivery teams to ensure successful project execution.
  • Support system upgrades, testing activities, production readiness reviews, and release planning.
  • Ensure platform stability, security, scalability, and operational excellence.
  • Provide oversight for integrations between Oracle HCM and internal/external systems.
  • Guide solution design leveraging:
    • HCM Extracts
    • HDL
    • Fast Formulas
    • OTBI
    • BI Publisher
    • REST/SOAP APIs
    • Oracle Integration Cloud (OIC)
  • Ensure data quality, reporting consistency, and adherence to enterprise integration standards.
  • Serve as the functional architecture technology lead for Oracle Fusion HCM and related HR technology platforms.
  • Design scalable, secure, and sustainable solutions supporting business and regulatory requirements.
  • Provide guidance across Core HR, Payroll, Benefits, Recruiting, Learning, Compensation, Talent Management, Absence Management, and other HCM capabilities.
  • Establish and maintain configuration standards, design principles, and implementation best practices.
  • Partner with business stakeholders to translate requirements into enterprise-scale solutions.
  • Lead functional design workshops and solution review sessions.
  • Develop and support the HR technology roadmap in alignment with business priorities and enterprise architecture standards.
  • Evaluate Oracle quarterly releases, Redwood enhancements, AI capabilities, and emerging technologies to identify opportunities for business value.
  • Drive continuous improvement initiatives across HR technology platforms.
  • Promote innovative thinking and challenge traditional approaches to deliver better business outcomes.
  • Ensure compliance with enterprise architecture standards, security controls, audit requirements, and regulatory obligations.
  • Participate in architecture reviews, risk assessments, and governance processes.
  • Support security reviews, segregation of duties initiatives, and audit remediation efforts.
  • Drive adherence to IT governance and change management standards.
  • Mentor and guide HR technology team members, analysts, and consultants.
  • Promote knowledge sharing, training, and capability development across the organization.

  • Proven experience as an Oracle Fusion HCM Functional Architect, Solution Architect, or HCM Lead.
  • Deep functional expertise across multiple Oracle Fusion HCM modules including Core HR, Payroll, Benefits, Absence, Recruiting, Learning, Compensation, and Talent Management.
  • Strong understanding of HR business processes, global workforce administration, payroll operations, security, and compliance requirements.
  • Extensive experience designing enterprise-scale Oracle HCM solutions in complex, integrated environments.
  • Hands-on knowledge of HCM Extracts, HDL, Fast Formulas, OTBI, BI Publisher, REST/SOAP APIs, and Oracle Integration Cloud (OIC).
  • Experience leading system implementations, enhancements, upgrades, and application support functions within an IT organization.
  • Strong understanding of application lifecycle management, SDLC, release management, change management, and production support processes.
  • Experience with architectural governance, security reviews, audit remediation, and regulatory compliance initiatives.
  • Proven ability to operate with global onshore/offshore delivery teams, managed service providers, and consulting partners.
  • Strong stakeholder management skills with the ability to collaborate across HR, IT Infrastructure, Cyber Security, Enterprise Architecture, Data & Analytics, and third-party vendors.
  • Excellent verbal, written, and presentation communication skills.
  • Oracle Fusion HCM Implementation or Functional Certifications.
  • Experience supporting HR technology platforms within a highly regulated enterprise environment.
  • Experience with Oracle Redwood UX, AI Agent Studio, Digital Assistants, or AI-enabled HR solutions.
  • Experience with enterprise integrations involving identity management, payroll providers, benefits vendors, learning platforms, and data platforms.
  • Knowledge of IT governance frameworks, audit controls, risk management, and information security practices.
  • Experience leading strategic modernization and cloud transformation initiatives.
  • Innovative mindset with the ability to think outside the box, embrace new technologies, and drive continuous improvement. Experience leveraging AI, Machine Learning (ML), automation, and emerging digital capabilities to enhance HR processes, employee experience, operational efficiency, and business outcomes. Ability to mentor, coach, train, and upskill team members while promoting adoption of new technologies and fostering a culture of continuous learning and innovation.
  • Oracle Cloud certifications across multiple HCM modules.
  • Experience supporting large-scale global Oracle HCM deployments.
  • Experience implementing Redwood migration initiatives.
  • Experience with AI-assisted HR processes, Copilot, intelligent automation, and digital workforce solutions.
  • Familiarity with SaaS platform governance and enterprise integration patterns.
  • Financial services or other regulated industry experience.


The salary range is indicative for roles at the same level within DTCC across all US locations. Actual salary is determined based on the role, location, individual experience, skills, and other considerations.
