Position Summary

The Project Manager / Senior Correspondence Management Subject Matter Expert (SME) serves as the key personnel lead responsible for providing overall contract and project management support for federal correspondence management, records management, content governance, and strategic advisory initiatives. This position oversees contract execution while collaborating closely with Government leadership to establish project governance frameworks, manage schedules and risks, coordinate executive communications, and ensure timely delivery of high-quality products and services.

The successful candidate will possess extensive experience supporting Federal agencies and demonstrate subject matter expertise in correspondence management, records management, FOIA, FACA, Section 508 compliance, and executive-level communications.

Key Responsibilities

Program and Contract Management

  • Lead overall contract execution and serve as the primary point of contact for Government stakeholders.
  • Develop, maintain, and execute comprehensive Project Management Plans (PMPs), including work breakdown structures, schedules, quality management plans, and risk management strategies.
  • Monitor project performance, identify risks, and implement mitigation strategies to ensure successful project outcomes.
  • Oversee project governance processes, change management activities, and resource planning.

Strategic Planning and Executive Support

  • Support Government leadership in developing Project Management Strategy Plans (PMSPs), governance frameworks, and strategic initiatives.
  • Prepare executive briefings, white papers, presentation materials, status reports, and management analyses.
  • Facilitate meetings with senior leadership and provide recommendations supporting organizational priorities and process improvements.

Correspondence and Records Management Leadership

  • Provide subject matter expertise related to controlled correspondence, records management, FOIA, FACA, and content governance.
  • Advise Government stakeholders on business process improvements, documentation standards, and regulatory compliance.
  • Ensure correspondence management activities align with Federal policies and best practices.

Quality Assurance and Performance Oversight

  • Oversee quality assurance activities across all project deliverables.
  • Ensure compliance with contract requirements, performance standards, and reporting obligations.
  • Review deliverables for accuracy, completeness, and consistency before submission.

Stakeholder Engagement

  • Build collaborative relationships with Government leadership and program offices.
  • Facilitate communication among cross-functional teams and proactively identify opportunities for operational improvements.
  • Support knowledge transfer initiatives and organizational change management efforts.

Required Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Information Management, Project Management, or a related discipline.
  • Minimum of ten (10) years of experience supporting Federal Government programs.
  • Demonstrated experience managing complex projects involving correspondence management and records management initiatives.
  • Experience supporting FOIA, FACA, and Federal records governance programs.
  • Strong knowledge of Section 508 accessibility requirements.
  • Experience developing executive briefings, strategic reports, and technical documentation.
  • Experience managing SharePoint-based collaboration environments.
  • Exceptional written, verbal, and interpersonal communication skills.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Knowledge of NARA requirements and Federal records schedules.
  • Experience with ICCT, ECMM, CoRe, or similar correspondence management platforms.
  • Experience implementing governance frameworks and process improvement initiatives.
