Permit Coordinator

Location: Fontana, CA
Schedule: Full-Time, 4/10 Schedule (Monday through Thursday, 7:00 AM to 5:30 PM)
Compensation: $38.46 - $57.69 per hour

Position Summary

We are seeking an experienced Permit Coordinator to support engineering and construction projects by managing the permitting process from application through approval. This role serves as the primary liaison between project teams and regulatory agencies, ensuring permits are obtained efficiently while maintaining compliance with all applicable requirements.

The ideal candidate will have extensive experience coordinating permits for utility, public works, infrastructure, engineering, or construction projects and will possess strong organizational, communication, and project coordination skills.

Key Responsibilities
  • Research, prepare, submit, and track engineering and construction permit applications.
  • Coordinate permit approvals with municipal, county, state, and regulatory agencies.
  • Maintain permit logs, records, and documentation throughout the project lifecycle.
  • Monitor permit status and proactively resolve issues that could impact project schedules.
  • Coordinate plan check comments, agency responses, and permit resubmittals.
  • Serve as the primary point of contact with agencies having jurisdiction.
  • Support permitting efforts related to environmental clearances and regulatory approvals.
  • Coordinate with consultants, contractors, and project teams to facilitate permit processing.
  • Manage permit fees, applications, authorizations, and related documentation.
  • Attend project meetings and provide permitting status updates.
  • Identify permitting risks and support mitigation strategies to maintain project schedules.
  • Assist with utility coordination, right-of-way permits, street use permits, encroachment permits, and related approvals.


Job Requirements

Required Qualifications
• Associate's or Bachelor's degree in Urban Planning, Civil Engineering, Construction Management, Architecture, Building Inspection, Public Works Administration, Environmental Studies, or a closely related field. Bachelor's degree preferred.
• Minimum five (5) years of progressively responsible permitting, administrative, technical, or regulatory coordination experience supporting engineering, construction, utility, infrastructure, or public works projects.
• Demonstrated experience preparing, submitting, tracking, and coordinating permits for construction and engineering projects, including managing permit records, tracking logs, regulatory documentation, and compliance requirements.
• Experience coordinating with municipal, county, state, and regulatory agencies having jurisdiction, including managing agency comments, permit revisions, resubmittals, and approval processes.
• Experience managing multiple concurrent projects, permit applications, deadlines, and agency requirements in a fast-paced environment.
• Working knowledge of utility-related infrastructure improvements, including water mains, water services, fire lines, hydrants, valves, appurtenances, utility crossings, and related construction activities.
• Familiarity with encroachment permits, street opening permits, right-of-way permits, utility coordination, and other public agency permitting processes.
• Ability to identify permitting risks and support schedule recovery or mitigation efforts to maintain project timelines.
• Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and permit tracking logs.
• Experience using online permitting portals, electronic plan review systems, document management platforms, and permit tracking databases.
• Familiarity with permitting software such as Accela, EPIC LA, Caltrans CEPS, Cityworks, Bluebeam, or similar systems.
• Strong organizational, communication, and problem-solving skills, with the ability to manage complex permit applications and effectively coordinate with agencies, consultants, contractors, and project stakeholders.
• Ability to read and interpret engineering plans, construction drawings, project specifications, and permitting requirements.
• Ability to learn and adapt to new software applications, permitting platforms, and agency-specific systems.

Preferred Qualifications
• Certified Permit Technician (ICC), or ability to obtain certification within 12 months of hire.
• Experience supporting water utility, public works, civil infrastructure, transportation, environmental, or utility construction projects.
• Knowledge of environmental permitting, CEQA processes, Division of Drinking Water requirements, and regulatory compliance programs.
• Familiarity with GIS systems, utility mapping platforms, or related technologies.
