Full Job Description
The Project Specialist - P3 Operations provides operational, administrative, financial, and workflow coordination support for the LAX ConRAC P3 operation. This role serves as a key specialist for QFM administration, financial and contract support, operational reporting, tenant communications, and facility shutdown coordination. The position works closely with site operations, service providers, tenants, LAWA representatives, and project stakeholders to support contract compliance, operational effectiveness, and customer satisfaction.

PRINCIPAL DUTIES

QFM Administration & Operational Workflow Management
  • Serve as the primary site specialist for the Computerized Maintenance Management System (QFM), ensuring data integrity, proper categorization, timely assignment, status updates, documentation, work order lifecycle management, and closure of work orders in accordance with contractual requirements.
  • Monitor daily operational workflows and coordinate activities between JCI personnel, subcontractors, vendors, tenants, and other stakeholders to ensure timely completion of maintenance and operational tasks.
  • Maintain equipment records, asset information, preventive maintenance schedules, and operational documentation within the QFM system.
  • Generate and distribute operational reports, dashboards, and performance metrics to support contract compliance, operational planning, and management decision-making.
  • Monitor QFM performance and identify workflow trends, recurring issues, and opportunities for process improvement.


Financial Administration & Contract Support
  • Support purchase order creation, invoice processing, invoice reconciliation, vendor payment tracking, and financial documentation activities.
  • Assist with maintenance contracts, lifecycle projects, service agreements, contract administration, and contract renewal tracking.
  • Support budget tracking, accrual reporting, financial reporting, and financial analysis activities.
  • Coordinate with vendors, subcontractors, and internal business partners to resolve financial and contract administration matters.
  • Liaise with JCI Finance, Procurement, and other internal support groups to facilitate timely processing and resolution of financial and contractual matters.
  • Assist with vendor onboarding, contract documentation, and tracking of contractual obligations.


Operational Coordination & Stakeholder Management
  • Coordinate operational activities requiring multiple stakeholder involvement, ensuring timely communication, documentation, follow-up, and resolution.
  • Support planning, scheduling, and execution of operational initiatives, special projects, and site activities.
  • Serve as a liaison between JCI operations, subcontractors, tenants, LAWA representatives, Project Co representatives, and other project stakeholders to facilitate communication and support operational objectives.
  • Participate in operational meetings and support tracking and completion of action items and assigned deliverables.


Facility Shutdown & Access Coordination
  • Coordinate facility shutdown requests, access requests, and operational activities involving tenants, contractors, service providers, LAWA, and other stakeholders.
  • Facilitate stakeholder communications, scheduling activities, and documentation associated with planned shutdowns, system modifications, and operational impacts.
  • Support review and tracking of shutdown activities to ensure operational continuity, safety, and compliance with contractual requirements.


Tenant Relations & Communications
  • Manage tenant communication distribution lists, QFM notification workflows, incident notifications, and service-related communications.
  • Coordinate tenant notifications regarding maintenance activities, shutdowns, service interruptions, incidents, and operational impacts.
  • Maintain tenant communication protocols and support timely distribution of operational, maintenance, and incident-related notifications.
  • Support resolution of tenant concerns through coordination with operations teams, service providers, and stakeholders.


Contract Compliance & Reporting
  • Assist with preparation and management of site reports, Key Performance Indicators (KPIs), Contract Deliverable Requirements (CDRs), audits, and compliance-related documentation.
  • Maintain records and documentation supporting contractual compliance and operational performance requirements.
  • Support data collection, analysis, and reporting activities necessary to meet customer, contractual, regulatory, and corporate requirements.
  • Assist with maintaining compliance tracking systems and documentation required under the ConRAC P3 agreement.


Administrative & Business Support
  • Organize and maintain project records, SharePoint sites, operational documentation, correspondence, and filing systems.
  • Assist with coordination of meetings, training activities, operational initiatives, safety meetings, and special projects.
  • Prepare correspondence, reports, presentations, meeting minutes, and business communications.
  • Provide cross-functional support to the ConRAC Operations & Maintenance team and serve as a backup resource for critical operational processes.


Continuous Improvement
  • Support development, implementation, and continuous improvement of operational processes, procedures, workflows, and Standard Operating Procedures (SOPs).
  • Identify opportunities to improve operational efficiency, reporting accuracy, communication processes, and workflow effectiveness.

Other Duties
  • Serve as backup support for B2Gnow, LCP tracking, and submission of required compliance reports.
  • Perform other duties and special projects as assigned in support of the ConRAC Operations & Maintenance contract.


REQUIREMENTS:

  • Bachelor's Degree in Business Administration, Facilities Management, Construction Management, or a related field preferred. Equivalent combination of education and relevant experience will be considered.
  • Minimum three (3) years of experience supporting Facilities Management, Operations & Maintenance, Property Management, Airport Operations, or similar operational environments or combination of experience.
  • Experience supporting operational workflows, project coordination, contract administration, financial administration, or maintenance management programs.
  • Working knowledge of Computerized Maintenance Management Systems (CMMS) such as QFM or similar systems.
  • Proficiency with Microsoft Office Suite, including Outlook, Excel, Word, PowerPoint, and SharePoint. Advanced Excel skills preferred.
  • Ability to analyze operational and financial data, prepare reports, track performance metrics, and support management decision-making.
  • Strong organizational, planning, and time-management skills with the ability to manage multiple priorities in a fast-paced operational environment.
  • Demonstrated ability to work independently, exercise sound judgment, establish priorities, and follow through on assignments with minimal supervision.
  • Excellent verbal and written communication skills with the ability to effectively communicate with tenants, clients, contractors, vendors, and internal stakeholders.
  • Experience coordinating activities among multiple stakeholders and supporting cross-functional teams.
  • Experience with purchase orders, invoice processing, financial tracking, contract administration, or procurement processes preferred.
  • Experience within a Public-Private Partnership (P3), airport, transportation, facilities management, or large-scale infrastructure environment is highly desirable.
  • Must be able to work on-site at the LAX ConRAC facility on a full-time basis. Position requires daily interaction with operations personnel, tenants, contractors, service providers and customer representatives.
