This is a hybrid role; only local candidates will be considered.

The Oracle/SQL Database Administrator will support the Texas Health and Human Services Commission on the Oracle-to-Azure SQL database migration and modernization project. This role performs advanced database administration for applications with complex data models, workflows, and reporting requirements. The Database Administrator will work with full-stack Java applications on HHSC's cloud platform within an Agile Scrum environment. Core responsibilities include database tuning, migration, performance optimization, and security of data at rest and in motion. The role also involves creating and maintaining logical and physical data models with a primary focus on Oracle and Azure Microsoft SQL.

Responsibilities:

  • Performs advanced database administration tasks for databases supporting applications with complex data models, workflows, and reports.
  • Creates and maintains logical and physical data models in coordination with the development team.
  • Migrates data from Oracle applications to SQL schemas and loads it into collections.
  • Optimizes database performance during and after migration, and identifies and resolves performance bottlenecks.
  • Implements monitoring solutions to track database health and performance metrics.
  • Performs database tuning, indexing, customization, and transformation activities.
  • Executes data migrations/conversions, installations, troubleshooting, upgrades, and patching.
  • Manages user access and security of data at rest and in motion.
  • Performs disaster recovery, clustering for high availability, load balancing, and data backup, purging, and archiving.
  • Converts Oracle Stored Procedures and Functions to Azure SQL.
  • Implements database policies and procedures to ensure the integrity, availability, and confidentiality of sensitive and business-critical databases.


Requirements

Minimum Qualifications:

  • 10 years of database experience.
  • 8 years of experience with Oracle, Microsoft SQL, or similar.
  • 8 years of experience with relational database administration, such as SQL Server or Oracle.
  • 8 years of experience in database design, analysis, and performance tuning.
  • 8 years of experience in database structures, data analysis, and performance tuning.
  • 8 years of experience designing enterprise applications and/or services.
  • 8 years of experience creating technical and functional design documentation.
  • 8 years of experience within the software development life cycle using Agile methodology, such as Scrum.
  • 8 years of experience with multi-tier system/application development, such as SOA, Microservices, or 3-Tier applications.

Preferred Qualifications:

  • 8 years of experience with large volume databases, high availability, and disaster recovery infrastructure.
  • 6 years of experience with Azure.
  • 6 years of experience with the ability to extract, transform, and load (ETL) data from various sources into Azure SQL.
  • 3 years of experience in DevOps technology, including CI/CD pipelines and build and deployment tools such as Git.
  • 3 years of experience in Java/J2EE enterprise development.
  • 1 year of experience with Azure certification preferred.
  • 1 year of experience with DBA Associate certification preferred.

Additional Requirements:

  • Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
  • Candidates will be subject to a pre-employment security review to determine employment eligibility.
  • Total estimated hours shall not exceed 454 hours.
  • This service may be amended, renewed, and/or extended if both parties agree to do so in writing.

Work Location and Schedule:

Location: 701 W. 51st, Austin, Texas 78751

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

Work Arrangement: Hybrid - On Site and Telework
