Responsibilities & Qualifications

We are seeking Operations Manager - Crypto SME Operations Manager for the COMSEC IT Services contract.

 

The Crypto SME Operations Manager will lead cryptographic operations, engineering, lifecycle support, and modernization activities supporting the Department of State COMSEC mission. The role requires deep expertise in cryptographic operations, CMCS, Key Management Infrastructure, and cryptographic modernization.

 

The PWS identifies cryptographic modernization, KMI, lifecycle engineering, and COMSEC infrastructure as central elements of the requirement.

 

REQUIRED QUALIFICATIONS

Experience

  • 8+ years of cryptographic operations and/or cryptographic engineering experience.

  • Experience with CMCS.

  • Experience with KMI.

  • Experience with Cryptographic Modernization.

  • Experience with NIST 800-53.

  • Experience with security control lifecycles.

  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.

Certifications

  • PMP or program management experience/certification.

  • Security+ certification.

  • CISSP certification or equivalent within 6 months of hire

Clearance

  • Active Top Secret clearance.

PREFERRED QUALIFICATIONS

  • Extensive Department of State or DoD COMSEC experience.

  • Experience with Type 1 cryptographic equipment and key-management environments.

  • Experience leading classified technical operations teams.

  • Experience with COMSEC accountability and cryptographic lifecycle management.

RESPONSIBILITIES

  • Lead cryptographic operations and engineering activities.

  • Manage technical personnel supporting COMSEC and cryptographic systems.

  • Provide senior subject-matter expertise for CMCS and KMI.

  • Support cryptographic modernization initiatives.

  • Oversee lifecycle management of cryptographic devices, systems, and supporting infrastructure.

  • Coordinate engineering, deployment, implementation, sustainment, and modernization activities.

  • Ensure cryptographic operations comply with applicable security policies and control requirements.

  • Support troubleshooting and resolution of complex cryptographic-system issues.

  • Coordinate technical activities across operations, engineering, cybersecurity, and logistics teams.

  • Develop operational procedures, engineering guidance, and technical documentation.

  • Support risk identification and mitigation related to cryptographic infrastructure.

  • Participate in technical reviews and modernization planning.

  • Ensure operational readiness and continuity of mission-critical cryptographic capabilities.

WAGE INFORMATION

Target salary range: $170,000 - $215,000. The salary range displayed is an estimate and will be determined on several factors regarding the individual’s particular combination of education, knowledge, skills, competencies and experience, as well as contract parameters and organizational requirements.  The displayed salary is one component of the total compensation package for employees.
