Full Job Description
Overall Responsibility
The Mining Manager will serve as the operations manager for the Site 4 aggregate mine in Eagle River and the Rock Alaska hard rock quarry in Chugiak. Responsible for maintaining a productive and compliant site, creating value-added products and services, and responsible for equipment fleet management. This position also requires the ability to competitively bid the hard rock or aggregate material supply aspects for large construction projects and coordinating with Eklutna's leadership to expand mining operations and profitability. Direct report and oversight of Scalehouse Officer Manager, mechanics, and union mining equipment operators.

Essential Job Responsibilities
• Manage and coordinate production, sales, and logistics for Site 4 aggregate mine and Rock Alaska hard rock quarry.
• Ensure compliance with all applicable MSHA, ADEC, and municipal environmental regulations.
• Implement and maintain site safety programs, training, and operational audits across both facilities.
• Develop and monitor annual budgets, production goals, and capital improvement plans.
• Oversee maintenance and performance of crushing, screening, and material-handling equipment.
• Serve as primary point of contact for customers, contractors, and regulatory agencies related to mining activities.
• Support long-range mining and reclamation strategies in coordination with the VP - Operations and corporate leadership.
• Lead preparation of competitive bids and detailed cost estimates for aggregate, quarry, and material supply contracts with local contractors and large construction projects.
• Analyze production costs, market pricing, and logistical considerations to develop accurate, profitable proposals that align with company objectives.
• Collaborate with leadership to identify and pursue new business opportunities, ensuring operations remain competitive in the regional marketplace.

Aggregate Mine
• Oversight of on-site mining personnel, including scale office management and truck logistics.
• Schedule daily pit operations and manage customer load-out and billing processes.
• Review and approve all Site 4 invoices, work orders, and supplier accounts.
• Handle customer inquiries, pricing requests, and dispute resolution.
• Assist in civil estimating and project management for internal and external projects.

Hard Rock Quarry
• Manage full-scale operations of the Rock Alaska quarry, including drilling, blasting, crushing, and material processing.
• Develop production plans to meet market demand for armor rock, riprap, and other specialized products.
• Ensure compliance with blasting safety, air quality, and stormwater management permits.
• Coordinate with blasting contractors, geotechnical consultants, and environmental engineers.
• Oversee quality control testing and inventory management of quarry products.
• Manage customer orders, delivery scheduling, and contract fulfillment for hard rock sales.
• Participate in community engagement regarding noise, traffic, and environmental mitigation measures.

Equipment and Asset Management
• Direct internal rental and allocation of heavy equipment fleet.
• Oversee preventive maintenance, repairs, and equipment replacement schedules.
• Prepare and track equipment utilization reports and cost recovery billing.
• Manage lease agreements, vendor relations, and capital purchase justifications. • Continuously assess and improve equipment utilization, production flow, and operational efficiency to minimize downtime, reduce operating costs, and maximize material movement productivity.
• Apply advanced knowledge of heavy equipment capabilities, maintenance scheduling, and performance tracking to ensure reliable, cost-effective operations across all mining sites.

Qualifications
• Degree in Business Administration, Construction Management, Mining Engineering, or related field, or equivalent combination of education and experience.
• Minimum of 8 years in aggregate or quarry management, including supervisory experience.
• Demonstrated understanding of drilling, blasting, and crushing operations.
• Strong knowledge of MSHA, ADEC, and other applicable regulatory frameworks.
• Experience in budgeting, project management, and business development.
• Excellent written and verbal communication skills. Knowledge, Skills and Abilities
• Proficiency in construction/mining industry software and estimating tools.
• Knowledge of modern business management, resource extraction, and safety practices.
• Skilled in supervision, organization, and administration of complex field operations.
• Strong budgeting and analytical skills.
• Technical literacy in Microsoft Office, fleet management systems, and GIS tools. • Ability to make sound, mature judgments in dynamic field conditions.
