The Manager V performs highly advanced (senior-level) management work overseeing the daily operations and activities of the MCDA Medicaid Visualization Team within DAP. The Manager V of the MCDA Medicaid Visualization Team is responsible for establishing and implementing strategic goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving goals; coordinating and evaluating program activities and strategies for more effective data collection, visualization and dissemination activities; reporting of data and analyses; analyzing information systems for data quality; and determining best methods for data extraction, reporting, and visualization. The Manager V of the MCDA Medicaid Visualization Team provides consultation and assistance to Medicaid CHIP staff to develop methods and strategies for more effective contract monitoring, including identification of anomalies relating to service utilization, providers, payment methodologies, and compliance with Medicaid CHIP contract requirements, reporting of data and analyses. Duties also include presenting to program staff and executive leadership and serving on workgroups and committees to coordinate and develop Medicaid CHIP policy standards related to data dissemination, data quality, and reporting. Plans, assigns, and supervises the work of Medicaid CHIP Data Analytics Medicaid Visualization Team staff. Works under limited supervision, with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Essential Job Functions (EJFs): EJF (30%) 1. Serves as the manager and plans, assigns, monitors, and oversees the work of the MCDA Medicaid Visualization Team. Ensures coordination and collaboration of unit activities with Medicaid CHIP and HHSC programs, governmental agencies, stakeholder organizations, researchers, and other members of Medicaid and CHIP Services (MCS) and DAP. Oversees the coordination and participation in special assignments and projects relating to information systems and data collection. Performs other duties necessary to achieve the mission of DAP. EJF (25%) 2. Provides consultation and assistance to MCDA and Medicaid CHIP staff to develop methods and strategies for more effective contract monitoring, including identification of anomalies relating to service utilization, providers, payment methodologies, and compliance with Medicaid/CHIP contract requirements, reporting of data and analyses. Writes and reviews advanced scripts and code for computer based statistics applications. Designs, reviews and implements analytical studies; assesses validity of statistical methods for appropriate application; plans and/or conducts highly advanced data analytics on Medicaid CHIP programs and contracts such as Medicaid CHIP Managed Care and Medicaid fee-for-service; and applies advanced statistical and/or spatial data analyses techniques to Medicaid CHIP data. EJF (25%) 3. Oversees preparation and timely completion of, monthly, quarterly, and annual visualizations and reports, as well as numerous ad-hoc queries, reports, and other deliverables, and recommends appropriate changes and improvements. Oversees responses to requests for information from executive management, Medicaid CHIP and HHS programs, and other stakeholders. Represents the department at meetings, workgroups or committees as assigned. Facilitates meetings with MCS or DAP stakeholders at various levels. Acts as Project Manager for critical projects as needed. EJF (10%) 4. Oversees the development and implementation of strategic goals and objectives, standards and processes and establishment of metrics and assessments to improve data reporting, analyses, and visualizations for MCDA. Evaluates existing policies and procedures, and recommends new policies or changes as needed. Oversees the development of technical policies, procedures, manuals, and standards for the team. Oversees analysis, implementation, and documentation of existing policies and procedures, and recommends changes as needed. Reports and presents recommendations for the development and improvement of data management and performance standards, program improvement, data dissemination, and data visualization related processes. EJF (10%) 5. In collaboration with DAP leadership, oversees and plans compliance with policies, procedures, regulations, and statutes related to data integrity and confidentiality, and takes corrective action as needed. Knowledge, Skills and Abilities (KSAs): Knowledge of local, state, and federal laws and regulations. Knowledge of programs and services provided by HHS agencies. Knowledge of patient level health and demographic data (e.g., Census, Vital, Medicaid, and CHIP data). Knowledge of data systems and applications used by HHS agencies.
