Market Director, Infrastructure (Ontario & Eastern Canada)

Lead with a team of experienced leaders

To expand our North American presence and capitalize on recent projects - such as the Ontario Line South in Toronto and the 2nd Avenue Subway in Manhattan - we are seeking a Market Director to join our Business Development Infrastructure team. In this role, you will work alongside national and international experts specializing in mass transit, roads and bridges, water, and underground projects. Working alongside experienced leaders across Canada and the US, you will leverage your regional network to identify and secure major opportunities, develop meaningful client partnerships, and play a key role in advancing our presence in one of our most important growth markets. It is an opportunity for a highly connected professional to play a significant role in advancing infrastructure throughout the region.

Your key tasks will be to:

  • Set and meet backlog revenue targets for Ontario and Eastern Canada, and ensure an adequate pipeline is identified in partnership with senior management
  • Identify and prioritize key clients and opportunities throughout Ontario and Eastern Canada, while building and maintaining a diverse pipeline spanning roads and bridges, mass transit, and underground infrastructure
  • Develop and sustain trusted relationships with key regional stakeholders, including MTO, Metrolinx, and major contractors, to unlock new business opportunities
  • Lead capture planning, teaming efforts, and proposal development for key pursuits across complex, multidisciplinary transportation and infrastructure projects
  • Define and implement growth initiatives aligned with corporate growth objectives for infrastructure sector expansion in Ontario and Eastern Canada
  • Represent COWI in external settings, such as technical committees, conferences, seminars, professional bodies, and business groups


You will be a part of the Canada Leadership team and will:

  • Participate in strategy meetings to contribute to COWI Group's strategic priorities.
  • Support the expansion of COWI's Canadian business, enabling COWI North America to reach its strategic objectives.
  • Facilitate team collaboration by providing leadership and guidance to project team members while promoting a culture of teamwork and innovation.
  • Support recruitment and capability development aligned with business needs.
  • Serve as an ambassador for COWI's values.

On top of that, you will have:

  • A minimum of 20+ years of experience in infrastructure, with extensive experience in transportation sectors such as mass transit, roads and bridges, or underground works
  • A M.Sc. degree in Civil/Structural Engineering, Geotechnical Engineering, or a related field
  • A Licensed Professional Engineer in Ontario (P.Eng)
  • Extensive experience in business development, capture strategy, and leading major pursuits for large-scale transportation and infrastructure projects
  • Deep regional knowledge of the Ontario and Eastern Canada infrastructure markets, supported by a well-established and active network, including relationships with MTO, Metrolinx, and major contractors
  • Demonstrated ability to secure strategic opportunities by building close client relationships and positioning for complex, multidisciplinary projects
  • Experience in pipeline development and management, aligning pursuit strategies with broader business growth objectives
  • Ability to communicate professionally (oral and written) with French-speaking customers in Quebec (considered an asset)

Base compensation: $230,000 to $290,000 for Toronto location. Actual compensation is subject to variations due to education, experience, skill set and/or location.
