Position Title: Manager, Web and Mobile Delivery (Bilingual)

Employment Type: Full-Time Staff | Non-Union

Annual Salary Range: $95,000 - $105,000

Reports To: Director, Web Development

Division: Product and Technology

Location: 2180 Yonge Street, Toronto, ON

How you will make an impact

  • Partner with Product, UX/Design, and other stakeholders to align on goals and priorities, communicate trade-offs, and ensure delivery supports TVO's mandate and strategic direction.
  • Own the end-to-end development of TVO's digital products, from technology stack choices to architectural design to code structure to end-user experience.
  • Oversee portfolio execution, balance multiple workstreams, manage budget and resourcing, define and track goals, and proactively manage risks and dependencies.
  • Set and uphold engineering standards and best practices (e.g., code reviews, testing, CI/CD, and accessibility), raising the bar for performance, reliability, security, and maintainability.
  • Ensure solutions meet security, resilience, and performance requirements.
  • Lead agile development practices, partner on planning and prioritization, keep the backlog healthy, remove impediments, manage risks and dependencies, and continuously improve how the team delivers.
  • Balance near-term delivery with long-term sustainability by actively managing technical debt.
  • Improve SDLC and CI/CD practices to increase developer velocity and reduce operational toil leveraging AI-assisted accelerated development with well-defined guardrails.
  • Collaborate across teams (e.g., Cloud Infrastructure, Security, Data/Analytics, Operations) to drive scalable, reliable solutions.
  • Develop and support your team through coaching, regular 1:1s, timely feedback, and clear growth plans aligned to individual goals.
  • Build and scale a high-performing team through hiring, onboarding, and talent planning.
  • Influence decisions across peer teams and leadership to align on priorities and deliver shared outcomes.
  • Stay current on technology and digital delivery trends in education and media and apply learnings to improve our platforms and ways of working.


What you will bring to TVO

  • 5+ years of professional software engineering experience across coding, architecture, and systems design, with a track record delivering complex software.
  • 3+ years leading full-stack development teams (10+ developers) in an agile environment, with demonstrated people leadership (coaching, feedback, performance management) and ownership of delivery outcomes.
  • Proficiency in both English and French to support effective communication with external partners.
  • Bachelor's degree in computer science, computer engineering, or a related discipline (or equivalent practical experience).
  • Strong computer science fundamentals, including object-oriented design, data structures, algorithms, and system design.
  • Solid understanding of software design and architecture principles (e.g., n-tier architectures, microservices).
  • Experience building large, public-facing websites and services using modern web technologies (HTML, CSS, JavaScript), frameworks such as React or Angular, and APIs (REST and/or GraphQL).
  • Strong knowledge of leading content management systems (CMS) and experience platforms (e.g., Contentful, OpenText TeamSite, Adobe AEM, Drupal).
  • Working knowledge of SEO, cross-browser compatibility, and web accessibility standards, including AODA compliance.
  • Hands-on experience designing and building software in at least one modern programming language (e.g., Java, C#, C/C++, Ruby, Python, or JavaScript).
  • Experience with AWS Cloud and applying AI/ML capabilities.
  • Experience with CI/CD pipelines, automated deployments, and release engineering practices.
  • Experience building and operating large-scale, distributed systems (high availability, scalability, resilience).
  • Operational excellence mindset, including production readiness, incident learning, and continuous improvement.
  • Program/project leadership experience, including planning, execution, and stakeholder communication.
  • Excellent written and verbal communication skills, with the ability to explain complex technical topics, align stakeholders, and influence decisions.
  • Ability to manage multiple priorities in a fast-paced environment and adapt to evolving requirements.
  • Demonstrated ability to lead through change and adapt ways of working as needs evolve.
  • Strong product and business orientation, with comfort using data to guide trade-offs.
