The Opportunity:The Manager, Projects & Resources contributes to the design and delivery of services to IT customers and their staff, including project management. This role focuses on leading a team through effective planning, management and implementation of project initiatives of small to medium scale. The Manager provides direct management of a team of IT professionals, as well as indirect management of business and IT staff assigned to projects. The focus is to deliver projects on time, within budget and meeting the specified scope and quality requirements.
How you will create impact: - Leads project team through all phases of the project, managing the scope, risk, quality, schedule, budget and resources with an emphasis on business value and customer satisfaction.
- Oversee detailed analysis and design of project deliverables including: relating resource availability and current initiatives to ensure optimal resource utilization; developing project initiations/feasibility studies/proposals which include vision, objectives, scope, approach, and project priorities; and leading stakeholders and key team members through project planning activities such as developing a detailed project schedule, resource plan, communication plan and project budget.
- Advocate the project objectives, emphasizing the business value of the initiatives and identifying opportunities to improve delivery, maintainability and usability.
- Develop and maintain productive working relationships with project sponsors, steering committee members, project stakeholders, key systems users, and project team, acting as primary point of contact with business clients and other internal and external stakeholders connected to the project including vendor partners.
- Execute implementation by coordinating deliverables with multiple teams including: proactively anticipating project deviations/issues, communicating impact as appropriate and facilitating taking immediate corrective action to resolve, as well as adapting to changing priorities and ensuring resources are applied appropriately to ensure project success.
- Facilitate business activities which may include proposal development, business requirements definition, process design workshops, user acceptance planning and execution, communication, training, business process development, and ongoing business support.
- Prepare and deliver regular project status reports and hold regular project meetings to communicate and negotiate with key project stakeholders.
- Champion and contribute to the development and enhancement of project management methods, techniques, processes, and practices. People Management:
- Recruit and select staff to replace existing or fill new roles within the team by participating in workforce and succession planning, developing role descriptions, and posting and interviewing
- Develop staff, including technical and behavioural competencies, through orientation, training plans, coaching and career management
- Promote staff engagement by fostering a positive and respectful work environment, addressing employee relations issues, and planning and implementing team-building activities
- Manage performance through the Achieve program, including the planning, assessing, and review phases and ensuring staff understanding of role and performance expectations, taking steps to remove barriers to success, facilitating empowerment, encouraging accountability and providing appropriate rewards and recognition
- Prepare and present staff communications on relevant information and channel feedback upwards
- Utilize time and attendance tracking tools to track absences, work hours, and overtime. Operational Management:
- Contribute towards the development of IT standards, policies, practices and methodologies, and monitor compliance with corporate policies.
- Identify technical opportunities to improve processes, procedures, delivery, maintainability and usability.
- Research, plan, and implement operational efficiencies.
- Lead change through facilitation and decision making in project initiatives, integrating change management activities such as communication and training into plans.
- Recommend modifications to work structures to better meet client needs.
- Monitor workflow, allocating resources, auditing completion and quality, filling in for staff on unit tasks, when necessary.
- Complete administrative tasks such as authorizing business transactions beyond limits of staff members.
To join our team: - Diploma or Degree in Information Technology or Computer Science with at least 7 years relevant project management experience or equivalent combination of education and experience.
- At least 2 years demonstrated people leadership skills/knowledge required for analysis, coaching, mentoring, staff direction, planning and implementation of projects.
- Understanding of business operations, strategies, and processes to guide the design, development and implementation of technology solutions that support business objectives. Technical Competencies
- Working towards Project Management Professional (PMP) certification, or equivalent understanding of project management methodologies, tools, techniques, processes and practices.
- Familiarity with and ability to manage process design and implementation.
- Experience with various project management development methodologies.
- Knowledge of Risk Management methodology and use of sophisticated techniques and methodology analysis probability and impacts of risk.
- Familiarity with Service Oriented Architecture (SOA) and Enterprise Services Bus (ESB) concepts.
- Understanding of the capabilities and appreciation for complexity of enterprise integration that covers a broad range of technologies. Competencies
- This role requires the development of new concepts and the ability to anticipate long term implications.
- Advanced communication skills including listening, comprehension, written and verbal communication skills with experience in developing reports and making presentations to a variety of audiences including senior executives.
- The successful candidate shall be subject to a Criminal Record and Consumer History background check as a condition of employment
- Proficiency in English is essential to the main duties in this role, including servicing and communicating primarily with majority non-francophone clients, groups, teams. Drafting complex English documents and preparing daily reports for anglophone leaders. The essential non-French duties are not assignable to adjacent or other team members.

Expected salary range $72,847 - $121,411
The salary amount for the successful candidate is determined by Co-operators in its discretion and will vary depending on several criteria including but not limited to: local market conditions, geography and relevant job-related factors such as knowledge, skills, qualification, experience and education.
Employees may also have the opportunity to participate in incentive programs and earn additional compensation tied to individual and/or business performance, or other business metrics.
