Job Summary and Qualifications

This position supports the mission of HCA HealthONE Aurora of optimizing the quality of life of all those served by expanding beyond the traditional focus on medical needs to the needs of the whole person. The Mgr of Safety and Emergency Preparedness develops, implements and monitors compliance with Safety, emergency preparedness policies and procedures, and other applicable regulatory standards to ensure a safe environment. Conducts inspections and handles emergency situations related to safety and environmental health. The Mgr of Safety and Emergency Preparedness has the authority to intervene whenever conditions immediately threaten life or health or damage equipment or buildings. When need arises, will perform other duties as assigned by supervisor.

TYPICAL DUTIES AND RESPONSIBILITIES:

Safety: Duties include, but are limited to, the following:
• Develops, coordinates and supervises the implementation and maintenance of the comprehensive 6 chapters of Joint Commission's Environment of Care safety program designed to prevent injury, occupational illness and damage to property.
• Drafts and recommends hospital-wide safety and health directives as those pertain to the Environment of Care; and maintain safety related manuals, including preparation and distribution of appropriate updates.
• Determines applicability of administrative and regulatory requirements and other health and safety laws and implement applicable regulations and standards. Maintain current knowledge of legislation, regulations and practices in safety and updates within the 6 chapters of TJC's Environment of Care and advise hospital management regarding the impact on operations.
• Establishes and implements safety training objectives. Plans and schedules in the area of health and safety. Conduct or provide for safety/health related training including hazardous materials and decontamination for hospitals training.
• Represents the hospital in inspections and hearings conducted by TJC, CME, OSHA and other regulatory agencies.
• Conducts and supervises facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks. Make recommendations to managers as required and implement appropriate corrective actions. Conduct audits of corrective actions to ensure compliance with regulations and corrective action. • Conducts post-accident/safety investigation. Develops and chairs an accident/safety review committee. • Makes recommendations for changes in equipment and or processes to correct unsafe conditions.
• Assesses incident statistics to determine requirements for new or modified training.
• Chairs the Safety Committee and serves on site safety committees including HCA's required Employee Safety and Security Committee.
• Provides consultation and expertise and exercise functional authority over staff in essential matters of safety and health.
• Assists with other risk management and environmental health issues.
• Prepares, recommends, and administers budget for areas of responsibility.
• Prepares complex analytical documents and correspondence.
• Builds and maintains positive working relationships with co-workers, other HCA employees and the public using principles of good customer service.
• Conducts presentations on assigned topics assigned.
• Performs related duties as assigned.

Security: Duties include, but are limited to, the following:
• Plans, develops and implements the Security Program and parking regulations for patients, staff and visitors of TMCA.
• Responsible for CCTV equipment, tapes, cameras, building access and ID badge system and the maintenance of those systems.
• Provides oversight over the following areas of inspection and testing: hazardous materials storage and disposal (and accompanying MSDS), emergency eyewash/shower stations, infant abduction alarms, fire extinguishers, exit door alarms, and panic alarms.
• Schedules and conducts regular drills in the following areas: fire, infant and pediatric abduction, and evacuation drills.
• Generates and maintains all written documentation of inspections as a part of the Environment of Care according to TJC requirements. Ensures reports of all abnormalities are given to Plant Operations for repairs.
• Maintains library of Daily Activity Reports and Incident Reports generated by Security Officers; communicates and reports issues that are discovered to appropriate departments; submits regular reports of activities to appropriate hospital oversight committees.
• Oversees all matters related to parking for staff, and shuttle buses and/or golf carts.
• Interviews applicants, schedules employees, ensures OTJ of security officers and off-duty SJPD, conducts performance evaluations and competencies for security staff, and administers disciplinary action under the direction of the COO/VP of Operations.
• Maintains employee files and contractor files to ensure compliance with certifications and hospital requirements.
• Performs and oversees investigations in matters related to security incidents.
• Perform related duties as assigned.

Emergency Management: Duties may include, but are limited to, the following:
• Develops, coordinates and supervises the implementation and maintenance of the comprehensive Emergency Management chapter of Joint Commission's Environment of Care safety program designed to prevent injury, occupational illness and damage to property during periods of disaster emergencies.
• Consults with hospital Safety Officer regarding emergency preparedness and environment of care issues requiring executive team support.
• Facilitates conduct of a hazard vulnerability analysis (HVA).
• Coordinates the development and maintenance of a written management plan for disaster readiness and emergency management.
• Coordinates plan development through the involvement of hospital leaders, including the medical staff members.
• Ensures all aspects of the implementation of the plan in the following areas: implementation of HICS command structure; hospital staff training; supplies and equipment are purchased and maintained; information is kept upto-date; conducts drills of the plan at least twice per year; selection of disaster scenarios that meet the TJC definition of an emergency; the critique of performance during drills is used to revise the plan so as to achieve improved disaster response and recovery; and any following action plans.
• Chairs Emergency Management Committee which reports to the hospital Safety Committee.
• Regularly attends area committee meetings responsible for emergency management, and provides reports of activities of the emergency program.
• Represents the hospital at all community-wide emergency planning meetings. Integrates the community-wide plan and drills with the internal plans of the hospital.
• Advises hospital management about potential sources of emergency planning.
• Represents the interests of the hospital in accessing such funding, and submits any applications to the county and state needed to obtain such funding.
• Perform related duties as assigned.

Position Requirements:

Licensure/Certification/Registration: Hospital safety professional certification preferred.

Education: Bachelor's degree in security, law enforcement, or a closely related field with 2 years of experience in a security field or law enforcement, or the equivalent in education and experience required.

Experience: Three to five years' experience in safety, emergency preparedness required.

Special Qualifications: Knowledge of Joint Commission, federal, state and local codes and regulations related to safety and emergency preparedness. Requires good verbal and written communication skills when dealing with a variety of internal and external people. Excellent communication skills required. Ability to work in collaborative groups is required. Excellent analytical and research skills for investigating and reporting. Knowledge of FEMA National Incident Management Systems (NIMS) and Incident Command System training (ICS).
