Manager, Mining
Corporate Finance
Position Overview
The BCSC plays a key role in mining sector finance as most years half or more of global mining industry equity financing is raised through Canadian markets and we regulate about two-thirds of Canada's listed mining companies.
The Manager, Mining, reporting to the Director, Corporate Finance, supports the BCSC's key role in mining sector finance by regulating the public disclosure of scientific and technical information about mineral projects by companies. They exercise professional and regulatory judgment in complex situations where technical, legal, market and investor-protection considerations must be balanced. They are comfortable challenging senior industry professionals, defending regulatory positions and resolving contentious disclosure issues professionally and diplomatically.
Key Responsibilities
1.Leadership and Team Management:
• Manages the Mining team by establishing and maintaining work procedures, and setting team priorities aligned with the BCSC's business plan
• Supervises staff, resolves team issues, and supports staff development, training, and recruitment
• Provides the Director with accurate and timely information about the team's activities
2.Regulatory Oversight:
• Conducts detailed risk-based reviews to identify deficient scientific and technical disclosure in offering documents, continuous disclosure, issuer websites and in promotional materials, working constructively with issuers to resolve regulatory comments in a timely way
• Works constructively and cooperatively with BCSC and CSA[1] staff to develop amendments to securities laws and policies and to issue guidance to market participants, including co-leading completion of currently proposed National Instrument 43-101 amendments
3.Strategic Support:
• Participates in developing and implementing BCSC and Corporate Finance Division strategic and operating plans
• Provides expert advice and assistance to BCSC investigative, regulatory, and communications teams, other BCSC and other CSA member staff, including as a member of the CSA Mining Group
4.External Stakeholder Engagement:
• Maintains effective relationships with standards setters (e.g. CIM, including as an observer on the CIM Mineral Resources Mineral Reserves Committee), with exchanges (e.g. TSXV, CSE), with other regulators (e.g. CIRO, other CSA members), with professional bodies (e.g. EGBC, PGO), and with industry associations (e.g. AMEBC, MABC, PDAC)
• Acts as a public ambassador for the BCSC through regular presentations to industry audiences and professional organizations
• Acts as Co-Chair of the CSA Mining Technical Advisory & Monitoring Committee, and manages accurate, appropriate, and timely team responses to market participant inquiries
Qualifications
• Bachelor's degree in Geoscience, in Geological, or in Mining Engineering
• Professional Geoscientist or Engineer designation and registration with EGBC
• In-depth knowledge of the mining industry, including at least ten-to-fifteen years' experience in mineral exploration, mine development or operations, or mineral project assessment
• Expert understanding of scientific and technical information on mineral exploration and mine development projects, including comprehensive knowledge of and demonstrated experience applying National Instrument 43-101
• Demonstrated sound judgment
• Excellent interpersonal, communication, public presentation, and analytical skills
• Demonstrated experience leading, developing and coaching technical professionals
• Policy development and regulatory experience preferred
• Competence with risk management, data management, and business analytics tools would be an asset

Salary Range
The salary range for this position is $156,202 (minimum) - $202,861 (midpoint) - $249,518 (maximum).
The starting salary for this position will be determined considering the successful candidate's relevant experience and education, salaries of other employees in the same salary range, market conditions, and other relevant factors. Starting salaries are normally below the salary band midpoint.
