Job Description:
The Institute for Child Health Policy (ICHP) at the University of Florida is seeking an IT Manager to support its External Quality Review Organization (EQRO) activities and other state-funded projects. This senior-level position oversees the development, maintenance, and enhancement of web-based applications, data systems, and technology infrastructure that support statewide Medicaid quality improvement, evaluation, and reporting activities. The successful candidate will lead application development initiatives, collaborate with faculty, project leaders, and technical staff to implement new features and system enhancements, and ensure the reliability, security, and performance of existing systems. This position serves as a key liaison between technical and non-technical stakeholders, translating business needs into effective technology solutions. This role will work closely with internal and external partners to support project objectives, enhance operational efficiency, and ensure high-quality service delivery.

IT Project Management and Technical Leadership
  • Lead strategic IT project planning and execution efforts by defining project scope, timelines, and resource needs while coordinating the prioritization, monitoring, and successful delivery of multiple concurrent initiatives that align with organizational goals and stakeholder priorities.
  • Create and execute special projects from inception through completion, ensuring milestones are achieved, risks are managed, and project progress and deliverables are effectively communicated to stakeholders and leadership.
  • Manage the design and implementation of IT and informatics initiatives, overseeing budgeting, procurement, and expenditure management, while ensuring technical resources and technologies are effectively deployed and optimized to support operations, improve performance, and meet contractual objectives.
  • Manage IT systems operating within partner and vendor environments by working closely with University stakeholders (e.g., UF-IT, UFHealth-IT, UF-RC) and third-party providers (e.g., Microsoft, Salesforce) to ensure system reliability, lead resolution of complex technical issues, and continuously enhance service delivery.

IT Service Delivery and Technical Operations

  • Oversee day-to-day operational performance, integrity, security, and audit readiness of highly controlled analytical environments supporting sensitive medical data, including SQL-based databases and statistical tools (e.g., SAS, SPSS), by directing incident response, enforcing stringent access controls, supporting required system audits, and leading root cause analysis to ensure compliance, data protection, and minimal operational disruption.
  • Provide strategic technical direction for the ongoing modernization of secure data analytics and warehousing platforms in collaboration with UFRC, including evaluating system performance, guiding architectural design, and leading process optimization efforts to enhance scalability, stability, security, performance, analytical capabilities, and customer experience.

IT Staff Development, Training, and Hiring
  • Provide day-to-day supervision, leadership, and mentorship to assigned IT staff.
  • Hire, onboard, and develop IT staff to ensure successful project execution and operational continuity.
  • Assign work, set priorities, and coordinate team activities across projects and ongoing initiatives to ensure successful milestone delivery and appropriate workload distribution.
  • Resolve complex or escalated issues from staff members and provide guidance on technical and procedural matters.

Reporting and Strategic Communications
  • Translate complex technical information into clear, actionable insights for leadership, stakeholders, and
  • partners, through presentations, written reports, and cross-functional communication.
  • Oversee and maintain technical and operational documentation.
  • Prepare written materials that are clear, concise, and appropriate for intended audiences.

Other Duties as Assigned
  • Support a variety of ad hoc projects and initiatives required to meet long-term organizational goals.
  • Perform additional duties as needed to support institute operations.


Expected Salary:
$136,000-$140,000

Required Qualifications:
Qualifications refer to evidence-based or demonstrated knowledge, skills, abilities, and experiences required for the role. Proficiency with the .NET framework and modern front-end development frameworks such as Angular and React. Demonstrated ability to learn and apply complex technical and business concepts in a healthcare or research environment. Excellent interpersonal, communication, and customer service skills, with experience providing technical support and training to diverse stakeholders. Proven ability to work independently, manage multiple priorities, and collaborate effectively with faculty, staff, students, vendors, and multidisciplinary project teams.
