As the Manager I - Post-Pay & Retirement Reporting, you will report to the Director - Payroll Services & Benefits Administration and lead the District's post-payroll control, reconciliation, tax reporting, retirement reporting, deduction, garnishment, and related compliance functions. You will manage the day-to-day work of the Post-Pay & Retirement Reporting unit, supervise assigned professional and technical staff, and ensure completed payrolls are accurately reconciled, reported, remitted, and corrected after payroll production.
This role is designed as a control and compliance function that is organizationally distinct from payroll production. The Manager I works closely with Payroll Operations, Benefits Administration, Customer Service, Accounting and Finance, Human Resources, Leaves, Labor Relations, Information Technology, CalSTRS, SFERS, taxing authorities, vendors, and other external agencies to resolve discrepancies, strengthen internal controls, and ensure timely and accurate post-payroll reporting.
Key Responsibilities
- Manage the day-to-day operations of the Post-Pay & Retirement Reporting unit; supervise, train, coach, and evaluate assigned staff; establish clear work assignments, deadlines, quality standards, and backup coverage for critical functions.
- Establish and maintain post-payroll calendars, control points, procedures, and reconciliations for monthly, biweekly, supplemental, manual, and off-cycle payrolls after payroll finalization.
- Ensure completed payroll results are reconciled to payroll registers, deduction reports, liability reports, retirement reports, and applicable accounting records; investigate material variances and unresolved exceptions.
- Coordinate payroll-to-general-ledger reconciliation support with Accounting and Finance and ensure payroll liabilities, deductions, and remittances are accurately recorded, reconciled, and transmitted.
- Oversee federal and California payroll tax reporting and compliance, including required deposits, quarterly and annual filings, tax reconciliations, employee wage and tax record corrections, and responses to taxing-agency notices.
- Oversee annual W-2 processing and W-2C corrections; ensure employee wage and tax records are accurate and that required corrections and employee communications are completed timely.
- Direct CalSTRS reporting and coordinate applicable SFERS reporting and correction activities; ensure employee earnings, service credit, contributions, and other required retirement information are accurately and timely reported.
- Monitor retirement-reporting error reports, historical discrepancies, and outstanding corrections; coordinate resolution with Payroll Operations, Human Resources, Accounting, retirement systems, charter partners, and other departments as applicable.
- Serve as a management-level liaison to CalSTRS, SFERS, and other retirement agencies; coordinate retirement audits, information requests, corrective actions, and resolution of systemic reporting issues.
- Oversee administration of garnishments, child-support orders, tax levies, and other court-ordered deductions; ensure withholding calculations, confidentiality, remittances, and required responses comply with applicable requirements.
- Oversee reconciliation and remittance of assigned voluntary and mandatory deductions, including 403(b), 457, retirement, union, and other payroll deductions; resolve discrepancies with employees, vendors, agencies, unions, and operational partners.
- Oversee post-payroll adjustments and prior-period corrections affecting tax, retirement, deduction, reconciliation, or reporting records; coordinate payroll calculation or system corrections with Payroll Operations when production transactions are required.
- Maintain an effective internal-control environment and appropriate segregation of duties between payroll production, reconciliation, correction, reporting, and remittance functions; establish supervisory reviews for high-risk transactions.
- Identify recurring post-payroll, tax, retirement, deduction, or reconciliation errors; conduct root-cause analysis and recommend changes to systems, procedures, training, or controls to prevent recurrence.
- Coordinate post-payroll, payroll tax, retirement, deduction, and reconciliation activities for internal and external audits; maintain supporting documentation and monitor corrective-action plans through completion.
- Serve as the business management lead for systems and interfaces supporting post-payroll and retirement reporting; participate in configuration review, testing, upgrades, enhancements, data validation, and implementation of automated controls.
- Develop and maintain standard operating procedures, reconciliation checklists, annual compliance calendars, desk manuals, training materials, and cross-training plans so critical functions are not dependent on individual institutional knowledge.
- Establish and monitor performance measures, including reconciliation timeliness, tax filing timeliness, W-2/W-2C corrections, retirement-reporting errors and aging, deduction exceptions, remittance timeliness, audit findings, and outstanding corrective actions.
- Work collaboratively with the Manager II - Payroll Operations to maintain an effective handoff from payroll production to post-pay processing and with Benefits Administration, Customer Service, Accounting, Human Resources, and other partners to resolve cross-functional issues.
- Lead or participate in projects that improve post-payroll controls, reporting, data quality, retirement compliance, reconciliation efficiency, system functionality, and workflow automation.

The strongest candidates will have:
- Knowledge of San Francisco's public schools/urban public schools and a passionate belief in SFUSD's commitment to serving students, schools, and employees effectively.
- Demonstrated experience managing post-payroll, payroll reconciliation, payroll tax, retirement reporting, payroll accounting, or closely related compliance functions in a complex organization.
- Experience with public retirement systems such as CalSTRS, CalPERS, and SFERS, including reporting, corrections, audits, and reconciliation.
- Knowledge of payroll tax reporting, W-2/W-2C administration, payroll deductions, garnishments, child support, vendor remittances, and internal controls.
- Strong analytical and systems-thinking skills necessary to reconcile complex data, identify root causes, assess risk, and develop sustainable controls and procedures.
- A strong record of supervising and developing staff, establishing accountability, managing workload, and building effective cross-training and backup coverage.
- Ability to work effectively across multiple functions and roles within a complex, unionized organization and build effective relationships with internal and external partners.
- A proven record of effectively planning, organizing, managing recurring statutory deadlines, and using resources to achieve operational and compliance goals.
- Experience leading process improvement, systems implementation, testing, reporting automation, data-quality improvement, or other operational projects.
- Strong written and verbal communication skills, including the ability to explain complex payroll, tax, retirement, and compliance issues to technical and non-technical audiences.
- Ability to exercise sound judgment and maintain confidentiality in sensitive matters involving employee pay, taxes, deductions, retirement, court orders, and personal information.
- Strong computer skills including GSuite and Microsoft Office Suite; experience with enterprise payroll, retirement, accounting, reporting, or data-analysis systems is highly desirable.
Minimum Qualifications
- Bachelor's degree (B.A. / B.S) from an accredited college or university; advanced degree preferred
- Two (2) years of professional-level experience in business or financial operations at a large, urban school district, or payroll department, or other relevant setting
Substitution: Education requirement may be substituted for additional professional-level experience on a year-for-year basis.
