PRIMARY FUNCTION:
Reporting to the Vice-President, Legal Strategy, this position manages and coordinates the provision of Legal Aid BC's Criminal Law, Immigration and Judicial Appeal programs and services, including policy and standards development and oversight, the establishment and maintenance of a process for dealing with exceptional cases, and determining eligibility of cases for judicial appeal. The Manager provides leadership to lawyers and other departmental staff as well as external law service providers and manages contracts with same.

KEY ACCOUNTABILITES:- Serves as a member of the Managers' Forum.
- Participates in the development of Legal Aid BC's budget, business plan and administrative policies; coordinates inter-divisional communications and initiatives; represents the Department on internal committees including Tariff Budget Management.
- Determines departmental program, resource and operational priorities and requirements; develops comprehensive plans and strategies to meet identified program and service needs.
- Develops and manages the Department's annual budget and is accountable for monitoring, controlling and authorizing expenditures.
- Manages and participates in special projects in area of expertise; makes presentations and participates in organizational projects within other areas.
- Hires, trains, schedules, supervises and evaluates Department staff; establishes staff goals and objectives; coordinates and delegates work projects; acts for the Department in processing grievances and applying the collective agreement; authorizes overtime, vacation, salary reviews and job classifications; provides leadership and direction on staff development.
- Oversees the work of external criminal law service providers including reviews of case decisions; negotiate contracts, monitors, evaluates and approves work and approves invoices for payment.
- Ensures for the provision of cost-effective criminal law services, including advice and representation, to eligible clients in accordance with LABC's mandate, memorandum of understanding with the Ministry of Attorney General, and current service plan. These services include Judicial Appeals and applications related to Prison Law, Mental Health programs and other related services.
- Develops and maintains a centre of excellence in criminal law to retain LABC's legal expertise and ensure quality of legal service providers.
- Ensures the provision of cost-effective immigration law services, including advice and representation to eligible clients in accordance with organizational mandate, memorandum of understanding and the with the Ministry of Attorney General and the current service plan.
- Develops and maintains LABC's expertise in immigration and refugee law.
- Develops, maintains and ensures compliance with policies, standards and guidelines for the delivery of legal services, and for the referral of clients to appropriate service providers.
- Liaises with private bar lawyers, law firms and other external organizations across the province on matters of mutual interest; takes an active role in resolving problems and facilitating the delivery of effective legal services.
- Ensures that clients are properly represented with appropriate resources.
- Establishes and maintains a process for exceptional cases including the budgeting and monitoring of Large Criminal Cases
- Determines eligibility of cases for judicial appeal; ensures that only those cases with merit are referred to service providers for representation.
- Provides Duty Counsel services in criminal law and immigration.
QUALIFICATIONS:Education and ExperienceCompletion of a law degree from a law school of recognized standing or eligibility for membership in the Law Society of British Columbia, and a minimum of six years' related experience, as well as legal practice experience in B.C., or an equivalent combination of training and experience.
