Reporting to the Director of Compliance Advisory & Challenge, the Manager of Compliance will be responsible for a portfolio of critical compliance program functions within Amex Bank of Canada's Compliance Advisory & Challenge team. The role will have four primary strategic components to it:
  1. Leading Compliance Issue Management and Operational Risk Event oversight, including assessment of issues and events, effective challenge of business actions and remediation plans, and ensuring timely and sustainable resolution of compliance risks;
  2. Oversight of privacy compliance advisory and risk management, including personal information access requests, data breach response, privacy risk assessments, and privacy risk pillar reporting within Canada;
  3. Conducting Compliance, Conduct and Integrity & Security risk assessments;
  4. Compliance challenge across various Bank departments' RCSA control frameworks.


This position must maintain a clear understanding of regulatory requirements, internal expectations, and processes across all lines of business to successfully control and mitigate risk. The role contributes to the development and maintenance of a strong Compliance regime and culture aligned with Canadian regulatory requirements and internal American Express policies.

The role will also have responsibility for leading a team of two (2) Compliance Analysts and requires strong partnerships with business leadership teams and risk functions to ensure effective regulatory risk management.

Responsibilities

  • Lead the Compliance Issue Management and Operational Risk Event process, including review and assessment of issues/events, providing effective challenge, and oversight of remediation plans and milestones.
  • Support and challenge 1LOD drafting of Reportable Compliance Issues (RCIs) for events meeting regulatory self-reporting requirements under FCAC obligations.
  • Establish and maintain reporting for compliance issues and operational risk events, including regular updates to senior management.
  • Provide oversight and advisory on privacy compliance matters, including personal information access requests, data breach response, privacy risk assessments, and privacy risk pillar reporting in Canada.
  • Ensure integration of privacy risk considerations into enterprise risk management and compliance frameworks.
  • Oversight and accountability for the Bank's Accessibility framework, including planning, reporting, feedback processes, and regulatory engagement.
  • Conduct compliance and conduct risk assessments and provide challenge across RCSA frameworks.
  • Drive strategic improvements to the Compliance program, including policies, procedures, and regulatory interpretation.
  • Communicate regulatory changes, emerging risks, and deliver training as required.
  • Build and maintain strong partnerships across business units, Legal, Risk, Audit, and Compliance teams.
  • Lead, coach, and develop Compliance team members.


Qualifications

  • At least 5-10 years of experience in compliance, risk management, legal, or privacy risk management within a financial institution.
  • University degree in a related field or equivalent experience.
  • Strong knowledge of financial products and applicable regulations (Bank Act, FCAC framework, PIPEDA, CASL, ACA, AODA).
  • Demonstrated experience in privacy compliance and risk management, including breach response and privacy impact/risk assessments.
  • CIPP or similar privacy certification is an asset.
  • Experience in Compliance Issue Management and drafting RCIs is a strong asset.
  • Strong program and project management skills.
  • Ability to influence stakeholders and drive outcomes.
  • Strong analytical and decision-making capabilities.
