Summary

This position is located in the National Assessment Governing Board (NAGB), in Washington, DC. The National Assessment Governing Board (NAGB) sets policy for the National Assessment of Education Progress (NAEP).

As a Management and Program Analyst GS-0343-14, you will be responsible for:
• Lead development of agendas and materials for NAGB quarterly meetings, Executive Committee meetings, and Nominations Committee Meetings.
• Oversee annual cycle for NAGB Board member nominations.
• Lead preparation for new Board member orientation, oversee onboarding, and ensure Board member completion of training requirements.
• Track and facilitate regular outreach to members of the Board and use feedback to help inform planning for future Board and committee meetings.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience leading complex, high-impact projects to improve K-12 program effectiveness, efficiency, and policy implementation by interpreting and applying laws and regulations and developing recommendations for senior leadership to resolve issues affecting mission-critical program outcomes.

2. Experience coordinating across government and K-12 stakeholders to develop executive briefings, agendas, and reports for high-level boards and committees of senior policymakers and K-12 education leaders, ensuring accuracy under tight deadlines and exercising professional judgment and discretion to support executive decision-making.

3. Experience overseeing recurring program cycles in K-12 education (e.g., nominations and onboarding for senior leaders to boards or committees), coordinating across governmental and external stakeholders to conduct outreach, refining processes to meet changing organizational needs, handling sensitive information, and ensuring compliance with statutory requirements.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge and skill in board governance, meeting design, and development of agendas and materials for executive-level meetings.

2. Skilled in project management, overseeing complex annual cycles, coordinating multiple priorities, and ensuring accuracy under tight deadlines

3. Ability to design and deliver onboarding and training programs for senior leaders while building effective relationships with officials and experts.

4. Skilled in stakeholder engagement and collaboration, using feedback mechanisms to strengthen relationships and inform decision-making.

5. Skilled Communicator with exceptional written and verbal abilities, adaptable under pressure, and effective at meeting rigid deadlines.

Education
