Here is how you will make a lasting impact:
- Lead Agency-Wide Commuter and Transit Programs: Take ownership of BPA's regional commuter services, including public transit incentives, vanpool programs, and ride-sharing initiatives. You will connect and collaborate with local transit partners to secure commuter benefits, helping our workforce enjoy seamless, cost-effective, and eco-friendly commutes.
- Manage Next-Generation Parking and Electric Vehicle Infrastructure: Oversee employee parking programs across major corporate campuses, including dedicated spaces for rideshares, accessible parking, and expanding electric vehicle (EV) charging stations. You will ensure fair access to parking resources while directly supporting BPA's green initiatives.
- Oversee Vehicle Fleet and Motor Pool Operations: Direct the daily operations of BPA's internal vehicle fleet. You will lead vehicle reservations, maintenance scheduling, and usage tracking, utilizing data trends to optimize our fleet size, improve efficiency, and support organizational sustainability goals.
- Modernize Collaborative Conference and Hybrid Meeting Spaces: Ensure our teams stay connected by supervising conference room operations, hybrid meeting technology, and audio-visual setups. You will partner with IT departments to troubleshoot, upgrade, and maintain state-of-the-art virtual collaboration tools.
- Direct Contract Performance and Vendor Relationships: Serve as the primary oversight representative for critical external service contracts. You will manage vendor performance, negotiate terms, and ensure that our transit, fleet, and administrative partnerships deliver high-quality, cost-effective services.
- Establish Service Agreements and Collaborative Standards: Collaborate with internal departments (such as HR, Finance, Legal, and IT) to establish clear, high-quality service agreements. You will set performance targets that clarify service expectations, resolve cross-functional challenges, and maximize user satisfaction.
- Champion Environmental Sustainability and Accessibility Goals: Ensure all managed programs align with federal requirements, Department of Energy policies, and modern sustainability standards. Your work will directly advance BPA's agency-wide goals for environmental responsibility, equity, and accessibility.
- Mentor and Guide a High-Performing Operational Team: Act as a team lead to provide daily guidance, scheduling, and professional development to administrative and operations staff. You will foster a collaborative work culture built on continuous improvement, cross-training, and service excellence.

QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.
Specialized experience for this position is defined as:
1) administering an organization wide program (e.g. commuting/parking program); AND 2) administering Service Level Agreements (SLAs) or contracts for services with internal or external organizations."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
