Job Description

SAIC is seeking a Legal Program Support Analyst to provide exceptional legal support services to the Department of War (DoW) Director of the Office of Strategic Capital (OSC). This position will support government attorneys in executing the OSC's mission to attract and scale private investment into critical technology areas and supply chains vital to national security. The ideal candidate will have expertise in finance and investment law and be a proactive, detail-oriented professional capable of thriving in a dynamic, fast-paced environment. The candidate will not be providing legal advice. This position is full-time on-site in Washington, D.C.

Responsibilities Include:
  • Under the direct supervision of a government attorney, assist in the legal due diligence process, including the drafting, review, and negotiation of transaction documents for loan and loan guarantees.
  • Support government attorneys in managing the legal aspects of active transactions, including the formulation of restructuring and recovery strategies for defaulted loans.
  • Conduct legal research and analysis on intricate legal and policy matters, and draft memoranda and other work products for review and approval by supervising government attorneys.
  • Assist in the development and refinement of legal frameworks, documents, and policies for OSC's loan and loan guarantee programs to ensure compliance with federal law.
  • Provide support to government attorneys in the legal analysis of diverse financing products, including corporate finance, asset-based lending, and project finance.
  • In accordance with federal policy, ensure all work products are clearly marked as drafts prepared by outside counsel and submitted to the supervising government attorney for final review and approval.
  • Support the selection and analysis of external legal counsel to ensure their work aligns with OSC's strategic and legal requirements.

"The expected salary range for this role is $225,000 to $250,000 per year. Actual compensation is dependent upon the candidate's skills, experience, and qualifications."

Qualifications

Required Education and Experience:
  • Must be a graduate of an accredited law school with a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree and 15 years of experience.
  • Minimum of three (3) years of experience in finance law, with a preference for experience in corporate finance, asset-based lending, project finance, or loan guarantees.

Required Qualifications:
  • U.S. citizenship.
  • No clearance required to start; Ability to obtain a Secret clearance required to maintain employment.
  • Strong knowledge of legal principles related to investment, loans, and financial transactions.
  • Demonstrated ability to perform complex legal research, analysis, and writing.
  • Exceptional attention to detail in drafting and reviewing complex legal and financial documents.
  • Excellent interpersonal and communication skills, with the ability to work collaboratively and effectively with supervising government attorneys and program officials.
  • High level of initiative, discretion, and professional judgment.
  • Strong time management skills, with the ability to meet tight deadlines and manage competing priorities effectively.
