Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. Make a differenceWe are looking for a high-performing Legal Counsel to join our Legal Services Corporate Division with a focus on procurement, construction, and related commercial matters. You will play an integral role in supporting Toronto Community Housing's procurement activities, construction projects, capital work, vendor relationships, and contract management across our extensive portfolio of properties. In this role, you will be responsible for delivering practical, proactive, and risk-based legal advice and representation to Toronto Community Housing staff in support of the organization's business goals and objectives, in a manner that aligns with TCHC's tenant-focused culture.
What you'll do- Provide legal advice on procurement, construction, infrastructure, capital works, and related commercial matters, including public-sector procurement obligations and project delivery requirements.
- Draft, review, revise, and negotiate procurement documents, general corporate commercial and construction contracts, consultant agreements, service agreements, tender documents, and related commercial documentation.
- Advise internal clients on procurement strategy, contract interpretation, risk allocation, evaluation processes, bid compliance, vendor communications, contract administration, and dispute avoidance.
- Support construction and capital project teams on project delivery issues, including change orders, delay claims, defaults, deficiencies, payment disputes, liens, adjudication, warranty issues, insurance, indemnities, and performance obligations.
- Work with all levels of organizational staff on matters relating to Toronto Community Housing's procurement activities, construction projects, vendor relationships, and property portfolio.
- Research and provide clear, practical legal opinions and recommendations on procurement, construction, contract, municipal, and related legislative requirements.
- Develop, review, and support standard procurement and contract templates, policies, procedures, protocols, and training materials to promote consistency, compliance, and effective risk management.
- Provide education, training, and mentoring to Toronto Community Housing managers and staff on procurement, construction contracting, contract administration, and compliance with related legislation and internal policies.
- Retain, instruct, and efficiently manage external legal counsel, where required.
- Mentor and supervise administrative legal support staff.
What you'll need - Licence to practise law in Ontario, including an L1 licence and membership in good standing with the Law Society of Ontario.
- Bachelor of Laws, Baccalaureate of Law, or Juris Doctor.
- 3-5 years of post-call experience in procurement, construction, infrastructure, corporate/commercial, municipal, or real estate law; experience with a law firm, public-sector organization, or in-house legal department is preferred.
- Knowledge of public procurement principles, tendering processes, contract formation, bid evaluation, vendor management, procurement governance, and procurement-related dispute resolution.
- Working knowledge of construction contracts, project delivery models, contract administration, risk allocation, claims management, and Ontario construction-related legislation is preferred.
- Ability to provide practical legal advice on a wide variety of procurement, construction, contract, municipal, and operational legal issues.
- Strong drafting, negotiation, legal research, analytical, and problem-solving skills, with the ability to explain complex legal issues clearly to non-legal audiences.
- Ability to manage a heavy file load, meet deadlines, set priorities, and efficiently manage external legal counsel.
- Ability to work with minimal supervision and exercise sound judgment in a fast-paced, client-service environment.
- Proven ability to interact effectively with and engage a variety of stakeholders, including staff, business partners, vendors, external counsel, City of Toronto officials, and community groups.
- Excellent conflict resolution, organizational, oral communication, written communication, and presentation skills.
