Full Job Description
Calgary Housing (CH) is a wholly-owned subsidiary of The City of Calgary. CH is a purpose-driven social enterprise and the largest housing operator in Calgary, providing safe and affordable housing to more than 27,000 Calgarians. As a Leader, Project Controls, you will set project delivery standards and determine governance frameworks and will develop process and methodology and related documentation, including tool and template development. You will also be responsible for financial/fund management and project controls for all capital development and capital maintenance projects. Primary duties include:
  • Ensure successful delivery of new affordable housing and capital renovations in alignment with industry best practices.
  • Track and ensure achievement of key performance metrics (e.g., spend rate) while identifying and mitigating organizational risks.
  • Set project delivery standards aligned with the Corporate Project Management Framework and industry benchmarks (for example: Project Management Institute).
  • Lead project management training and development across the organization
  • Measure and report on all capital activities to support Board reporting requirements.
  • Assess alignment of project delivery to established standards through project audits.
  • Provide coaching across the organization to promote project delivery excellence.
  • Oversee financial/fund management and project controls for all capital development and maintenance projects.
Qualifications
  • A relevant degree and at least 10 years of progressive experience leading complex project management, project delivery, and project controls functions, including building or scaling PMOs, establishing standards, and overseeing large-scale capital programs.
  • A Project Management Professional (PMP) designation is required.
  • A strong understanding of project delivery practices, including project management principles across diverse construction, renovation, and retrofit projects.
  • Experience with public procurement practices and strong knowledge of construction management, including vertical building development.
  • Proven knowledge and application of core business principles, including risk management, financial oversight, and performance measurement.
  • Strong change management skills with the ability to influence and lead without direct reporting authority.
  • Working knowledge of corporate policies and the ability to apply them effectively in a complex, cross-functional environment.
  • Strong leadership, communication, organizational, and strategic thinking skills, with the ability to influence others, manage risk, build relationships and drive project delivery excellence.

Position and Pay Information

  • Position Type: 1 Temporary (up to 18 months)
  • Compensation: Level P4 $125,909 - 157,386 per annum
  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
