Full Job Description
Summary

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCAO). The incumbent serves as a processing team lead specialist, leading the full range of HR personnel action processing functions for all of the components comprising the EOP.

As a Lead Human Resources Specialist, GS-0201-12, your typical work assignments may include but are not limited to the following:

  • Apply technical skill in reviewing and overseeing the processing of a comprehensive range of personnel actions.
  • Make needed corrections to actions versus sending Requests for Personnel Action (RPAs) back to HR Specialists/Assistants by applying
    knowledge of appointing authority, position type, required remarks, veteran's preference laws, coding, general pay setting rules applicable to retained grade or pay, etc.
  • Serve as Team Lead; responsible for work planning: Maintain the flow and quality of work to assure timely accomplishment of the assigned workload. Follow step-by-step work procedures provided.
  • Apply comprehensive knowledge of automated personnel action processing and its interface with the DOD automated payroll system to resolve problems and facilitate workflow and database accuracy.
  • Assist in providing a full range of human resources administrative services such as reviewing completed SF-52s and SF-50s for correct pay and appointment authority, appropriate regulatory codes, required remarks and appropriate documentation.
  • Review personnel actions, Official Personnel Folders (OPFs), payroll records and other related documents to determine regulatory appropriateness.
  • Check OPFs for completeness and consistency of information such as prior civilian and military service, service computation dates and advises employee and supervisor of any discrepancies.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one full year (52 weeks) of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One full year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates all of the following:

(1) Processing federal personnel actions using the Guide to Processing Personnel Actions (GPPA) to ensure actions are accurately and timely;

(2) Leading, troubleshooting and advising on processing issues related to human resources systems such as DCPDS, DCPS and MYBIZ+;

(3) Applying OPM and other Federal personnel policies, regulations, and procedures to complete HR actions, to respond to inquiries and provide guidance and recommendations to managers and employees on federal personnel-related matters; AND

(4) Communicating effectively, both verbally and in writing, to convey and explain HR policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
