Lead Acquisition Program Management Specialist (Strategic Pre-Award Procurement)
Lead the execution of high-visibility, enterprise-scale defense acquisitions. In this dual-impact leadership role, you will provide technical and administrative direction to a team of acquisition professionals while driving the full lifecycle strategy for major contracts-including commercial acquisitions exceeding $7.5M and non-commercial buys surpassing the Simplified Acquisition Threshold.

- Team Leadership & Mentorship: Lead, coach, and develop a team of acquisition specialists, managing workload distribution and fostering professional excellence.
- Strategic Procurement Authority: Leverage both FAR and non-FAR based pathways to design innovative, compliant, and agile contracting solutions.
Key Responsibilities
- Team & Operational Leadership: Direct day-to-day team operations, balance workload allocations, mentor junior acquisition specialists, and ensure strict compliance with federal acquisition standards.
- Strategic Pre-Award Execution: Lead the formulation and execution of comprehensive acquisition strategies for high-dollar commercial (>$7.5M) and non-commercial procurement actions.
- Lifecycle Baseline Control: Integrate contractual, financial, and technical baselines to ensure major programs are delivered on time, within budget, and to performance specifications.
- Data-Driven Enterprise Sourcing: Consolidate and analyze procurement data across the organization to identify opportunities for enterprise-wide contracts and streamlined purchasing solutions.
Who You Are
- A seasoned acquisition leader with extensive experience managing complex defense acquisitions, leading Integrated Product Teams (IPTs), and mentoring personnel.
- A master of acquisition policy deeply versed in the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and non-FAR based contracting vehicles.
- A strategic analyst and negotiator skilled at data-driven portfolio analysis, risk mitigation, and executive stakeholder engagement.
QUALIFICATIONS:
- U.S. Citizenship
- Obtain & maintain a Secret security clearance
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- May occasionally be required to work other than normal duty hours

3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based program management, logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
5. Ability to maintain good working relations with all individuals and organizations.
6. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
7. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
8. Ability to utilize Art of the Possible concepts and initiatives to plan, organize, and direct the functions and staff of an organization.
