Full Job Description
The EUR department has an opening for a Knowledge Management Officer (KMO) who will be responsible for:
(i) overseeing all departmental knowledge and information management, and technology related activities and
(ii) managing the Research Analyst/Research Officer (RA/RO) cadre.

Knowledge Management
Under the guidance of the Senior Data and Knowledge Manager, the successful candidate will be responsible for: Supporting EUR Management in knowledge and information management, and IT-related matters.
• Advising EUR Management on adoption of knowledge, data, and information management initiatives, including the development and implementation of processes, standards, workflows, and guidance that improve knowledge creation, organization, sharing, discovery, reuse, and preservation. Ensuring alignment with Fund-wide data and knowledge management priorities and strategies while maintaining quality, integrity, and accessibility of information assets.
• Serving as EUR's focal point for knowledge, data, and information management, including coordinating assessments of priority departmental knowledge assets, and identifying gaps related to metadata, permissions, content quality, governance, and accessibility.
• Advising on the adoption of knowledge management tools and emerging technologies that enhance departmental efficiency, effectiveness, and productivity.
• Representing departmental business needs in Knowledge Management Working Groups, Fund Data Governance Group (DGG), Systems Executive (SE) meetings, well as the Department Information Security Contacts (DISC) network
• Working closely with ITD, ICD, STA, RES, CSF/Library, LEG, departmental IMOs, and knowledge contacts across the Fund to ensure alignment of departmental and institutional KM priorities
• Managing EUR knowledge subscriptions for commercial data and information, advising renewal/cancelation and acquisition of knowledge services that support EUR operations, and activity represent EUR in annual commercial budget process.
• Serving as EUR's official contact for the Eurostat, including processing and certifying all departmental requests for the acquisition of confidential data assets from Eurostat. Liaising with CSF and LEG on copyright, licensing, and usage matters, and coordinating the processing of related agreements and contracts.
• Staying abreast of best practices in information and data management and developing departmental standards and guidance for knowledge organization, content stewardship, metadata quality, handover practices, and economic content management.
• Preparing briefing materials on knowledge management for EUR management regarding Knowledge and Data Management strategy, risks, priorities, performance indicators, and implementation progress.

Management of the Research Analyst/Research Officer Cadre
Under the guidance of the Deputy Director and Strategic HR Partner, the successful candidate will be responsible for:
• Managing full range of recruitment activities for the RA/RO cadre, including outreach and talent attraction, interviewing, candidate evaluation and selection, onboarding, training, mentoring, and career development.
• Assigning staff to roles, monitoring performance, participating actively in performance assessments processes, and providing ongoing guidance, coaching, and developmental feedback.
• Monitoring and anticipating evolving departmental needs, workload demands, and emerging skill requirements across individual units and the Front Office.
• Fostering a strong RA/RO community within the department by promoting team cohesion, organizing regular team meetings, and serving as a liaison between departmental management and the RA/RO group.

Qualifications
• The successful candidate should possess a strong understanding of knowledge management, information management, content and related technologies governance, complemented by a deep understanding of EUR business processes and operational requirements. Outstanding interpersonal, facilitation, stakeholder management, and conflict resolution skills are essential.

Required qualifications include:
• Extensive knowledge of knowledge management principles, metadata, taxonomy, information architecture, content lifecycle management including collection and dissension.
• In-depth understanding of how knowledge and information are created, managed, shared, and reused within area departments and more broadly across the Fund.
• Demonstrated ability to understand emerging technologies and assess their application to departmental knowledge-sharing activities.
• Experience leading large-scale knowledge management, information management and innovation initiatives.
• Proven ability to represent departmental business needs effectively in Fund-wide governance bodies, committees, and working groups.
• Demonstrated strong project management and leadership skills and experience working with business and technology teams to define requirements, support implementation, test solutions, and drive adoption of data and knowledge solutions.
• Strong familiarity with area department technology (DMXe, iData, BizFlow) and commercial assets needs, copyright requirements, and the Fund-wide annual commercial data budget process.
• The selected candidate must also possess excellent written and oral communication abilities. Outstanding interpersonal, facilitation, stakeholder management, and conflict resolution skills are essential.

Minimum Qualifications:

Educational development, typically acquired through the completion of an advanced university degree, or equivalent, in computer science, engineering, mathematics or related field of study, plus a minimum of four (4) years of relevant professional experience; or a bachelor's degree, or equivalent, in computer science or a related field of study plus a minimum of ten (10) years of relevant professional experience, is required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A10, or equivalent, is required.
