Full Job Description

This role plays a key role in CSF risk and resource management including the planning, budgeting, Accountability Framework and Enterprise Risk Management processes. The position leads or contributes to various strategic initiatives and collaborates on projects and joint work efforts with staff in the Unit, CSF Front Office and other Divisions as appropriate. Supports the Unit management in planning work deliverables, developing budget guidelines and the strategic planning framework for the department. Utilizes productivity tools and applications (Copilot, Outlook, Excel, Word, PowerPoint) to perform and organize work, with the objective of improving, innovating and gaining efficiencies in the work of the Unit and broader department.


Major Duties and Responsibilities

1. Leads the budget formulation and monitoring processes for the department

  • For the administrative budget, develops the annual budget request for the department through evaluation and prioritization of divisional budget requests.
  • For capital budget, ensures medium-term portfolio alignment with long-term plans and oversees capital governance and controls.
  • Conducts critical analyses of the budget, including planning and coordination of quarterly reviews with divisions and development of projections.
  • Develops reporting and analytics for departmental management; participates in meetings and makes clear and compelling presentations to senior management or other divisions and stakeholders. Contributes to relevant papers and memos through provision of data and first drafts of narrative.
  • Coordinates with the Office of Budget and Planning points of contact on CSF budget matters and has strong knowledge of OBP budget systems and processes.
  • Enables the work of divisions through approvals of purchases and travel expenditures as required.

2. Reviews, analyzes, and evaluates department work programs and budget requests and proposals considering the department and Funds overall direction and identified priorities. Analyzes resource planning and allocation issues and makes recommendations based on feasibility, cost-benefit analysis, overall strategy, business impact and industry trends.

3. Contributes to departmental strategy via the Accountability Framework development and monitoring, working closely with divisions and department management to track progress against objectives. Coordinates OBP, HRD and OMD deliverables including first drafts of objectives and Directors speaking points for related meetings.

4. Leads workforce planning efforts, including coordination with the HR team, the department front office and divisions. Manages departmental positions in Workday Position Management and utilizes Workday data and applications in preparation of department workforce projections and reporting.

5. Assists in the development of indicators and reporting processes to monitor outputs, inputs, and cost-effectiveness of departmental services. Identifies inefficiencies in work practices or existing policies/procedures and provides suggestions for improvement and streamlining to optimize the allocations of resources.

6. Leads work that supports the vendor management framework to ensure value for money and strategic alignment of contracts including planning for key contract activities and assisting divisions in monitoring vendor performance.

7. Possesses strong working knowledge of Fund financial systems including FACTS, TRACES, TIMS, IBBIS. Participates in committees, task forces, and working groups as needed.

8. Utilizes PowerBI, the Corporate Data Warehouse and other data sources to logically organize and work with large quantities of data and create robust data visualization and analytics supporting the work of the Unit and special projects. Coordinates with IT support on the design and maintenance of systems used for data gathering and consolidation of divisional projections, and participates in development, testing, training, as needed.

9. Demonstrates excellent time management and client relations skills and ability to work with staff at all levels and in other departments. Provides guidance and mentorship to junior members of the Unit.


Minimum Qualifications

Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, or a Certified Public Accountant (CPA) or similar professional certification, supplemented by four years of relevant experience; or a bachelors degree, or equivalent, supplemented by a minimum of 10 years of relevant experience is required. Alternatively, a minimum of two (2) years of experience in a related position at Grade A10, or equivalent, is required.
