Job Description

SAIC is currently seeking a Knowledge Management Analyst to support USPACOM Headquarters J1 at Camp H.M. Smith in Oahu, Hawaii.

Job Duties:
  • Serve as primary Information Management/Knowledge Management (IM/KM) technical expert for HQ J1 across classified and unclassified networks, leading design and sustainment of SharePoint and Microsoft 365 collaboration solutions.
  • Develop and maintain Power BI dashboards, data models, and performance measures to deliver command-level manpower and personnel analytics (authorizations, vacancies, hiring metrics, workforce trends, and leadership-directed measures).
  • Integrate, cleanse, and validate manpower/personnel data from ServiceNow, FMTS, JTD, and other sources; define data connections and API requirements to improve data exchange and reporting.
  • Build automated workflows and low-code solutions (Power Automate, Power Apps, VBA) to eliminate manual processes, improve data quality, and standardize recurring HR and personnel activities.
  • Analyze J1 business processes, map and test workflows, and implement measurable improvements that increase transparency, efficiency, and accountability across civilian hiring and personnel operations.
  • Develop SOPs, governance and training materials, and data dictionaries; coordinate with J1, J6, HR, data offices, and mission partners; brief findings to senior leaders and represent J1 in IM/KM, data analytics, and AI working groups.


Qualifications

Required Education and Experience:
  • Bachelors and five (5) years or more experience; four (4) additional years of work experience in lieu of degree
  • Hands-on experience administering or developing SharePoint and Microsoft 365 collaboration solutions, including automated workflows using Microsoft Power Automate
  • Hands-on experience developing Power BI solutions, including data modeling, Power Query, DAX, dashboard/report development, and data validation
  • Experience with Power Apps, APIs and data integration, Databricks or other business-intelligence/data platforms, and enterprise data-modernization initiatives

Required Clearance:
  • Must have an active Secret clearance with ability to obtain a TS/SCI clearance

Desired Qualifications:
  • Working knowledge of ServiceNow and Fourth Estate Manpower Tracking System (FMTS) for manpower/personnel reporting, statistics, and workflow support
  • AI Prompt Engineering for tool development and automation
  • Experience supporting Department of War manpower, personnel, civilian hiring, workforce analytics, or headquarters staff processes; USPACOM or other Combatant Command experience is highly desired
