Job description:
We are seeking a highly skilled Technical Project Manager with demonstrated success leading federal IT programs. The ideal candidate will hold a PMP certification and bring deep expertise in program delivery, stakeholder engagement, QA leadership, business analysis, Agile practices, federal budgeting, and regulatory compliance.
This role requires strong leadership, a proven ability to guide cross-functional teams, and hands-on experience leveraging AWS cloud solutions and modern development practices to support mission objectives. The candidate should also have a strong background in quality assurance, requirements analysis, and Agile project delivery to ensure projects are executed with precision, transparency, and measurable impact.
Key Responsibilities
Project Leadership & Delivery
  • Serve as the primary liaison between federal clients, stakeholders, and project teams to ensure transparency, alignment, and mission success.
  • Lead, mentor, and manage cross-functional teams (developers, QA analysts, business analysts, DevOps engineers) to deliver projects on schedule, within budget, and to federal quality standards.
  • Develop and maintain project roadmaps, schedules, deliverables, sprint plans, and risk management strategies in alignment with PMI and Agile best practices.
  • Ensure project execution aligns with federal budgeting, acquisition, and compliance requirements.
Quality Assurance & Business Analysis
  • Oversee QA strategy and execution, ensuring comprehensive test planning, automation, defect tracking, and compliance with federal quality frameworks.
  • Establish and enforce quality gates across the SDLC to drive defect prevention, not just detection.
  • Collaborate with business stakeholders to elicit, document, and prioritize requirements, translating them into functional/technical specifications for development teams.
  • Drive the creation of user stories, acceptance criteria, and test cases that reflect mission and business needs.
  • Facilitate requirements traceability from business goals through development, testing, and deployment.
Agile Program Management
  • Lead Agile ceremonies including sprint planning, daily stand-ups, backlog grooming, sprint reviews, and retrospectives.
  • Coach federal clients and internal teams on Agile adoption, scaled Agile frameworks (SAFe), and hybrid methodologies.
  • Foster a culture of continuous improvement, leveraging metrics and retrospectives to improve velocity, quality, and team performance.
Cloud & Technical Integration
  • Integrate and optimize AWS cloud technologies to meet technical and mission requirements.
  • Partner with technical leads to ensure DevSecOps, automation, and CI/CD pipelines align with security and compliance mandates (e.g., FedRAMP, FISMA, NIST).
  • Provide executive-level status reports, risk assessments, and data-driven insights to leadership and stakeholders.
Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Business, or related field (Master's preferred).
  • PMP certification required; additional certifications (AWS Cloud Practitioner/Architect, Agile/Scrum, SAFe, CSM, CSPO, Six Sigma) strongly preferred.
  • 8+ years of IT project management experience, with at least 5 years supporting federal programs.
  • Proven expertise in federal budgeting, compliance, acquisition processes, and stakeholder engagement.
  • Strong background in quality assurance management (test planning, automation frameworks, QA processes).
  • Hands-on experience in business analysis (requirements gathering, functional specifications, user stories, acceptance criteria).
  • Experience with AWS cloud services and federal cloud adoption frameworks.
  • Excellent written and verbal communication skills, with the ability to brief executives and federal stakeholders.
  • Demonstrated ability to lead technical teams and manage people effectively in complex, multi-stakeholder environments.
Preferred Experience
  • Delivery of projects using Agile, Waterfall, or hybrid methodologies in federal environments.
  • Knowledge of federal acquisition, procurement, and contract management processes.
  • Prior experience supporting agencies such as GSA, DOC, USPTO, USDA, or other federal civilian agencies.
  • Exposure to QA automation tools (Selenium, JMeter, Cypress, etc.) and requirements management tools (JIRA, Confluence, Rally, Azure DevOps).
  • Strong understanding of security, compliance, and governance frameworks relevant to federal IT.
