The Division of Administration/Office of Technology Services has a vacancy. This position is located in Applications and Data Management Section. This job title has an assigned pay grade of TS-317. Req. 223999

This position is in the Applications and Data Management (APPDM) Statewide Office of Group Benefits (OGB) Section. The incumbent is responsible for the management of the teams (contracted and OTS technical employees) providing functional business support, application development and maintenance, database administration, data warehouse, business intelligence, e-commerce, eBusiness, imaging development, adoption and enhancement of the Office of Group Benefits Statewide systems.

Minimum Qualifications
Seven years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

An associate's degree in information technology plus five years of experience in information technology or administrative services; OR

A bachelor's degree plus five years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

A master's degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:

-The Statewide eEnrollment System which is utilized by approximately 360 agencies statewide, consisting of multiple components (Demographics, Health Enrollment, Life Enrollment, Flexible Spending Accounts - FSA, and Health Spending Account - HSA).

-OGB Secure website which provides statewide/nationwide access for the following: LaGov Agencies, Non-LaGov Agencies, Vendors (Health and Pharmacy) LDH LaCHIP enrollees

-IMPACT System which is the State of Louisiana's system of record for all members (active, retirees, survivors, etc.) of the following:
Member Demographics, Health Insurance Enrollment Life Insurance Enrollment, Flexible Spending Account (FSA) Enrollment Health Savings Account (HSA) Enrollment Live Better Louisiana (LBLA) Credit, Billing and Collections for all health/life premiums (state and employee share), Annual Enrollment Visova web application utilized statewide/nationwide by all non-LaGov members and LaGov retirees, Data Warehouse repository for claims data received from vendors nationwide and reporting mechanism for the OGB Executive Dashboard, Legal requests, and Actuary requests/reports.

-FPR Application utilized by the Office of Finance and Support Services (OFSS) for individual bills, discrepancy letters, deduction registers, HSA process/notifications, Premium Refunds, IMPACT events, Reconciliation, and EGWP High Income Surcharge.

-EMBER Application for imaging documents received from all state agencies, school boards, members, etc.

-Supervises and monitors the activities of the staff responsible for supporting highly complex OGB statewide systems: Establishes priorities for activities and services to be provided. Conducts staff meetings to discuss operational, organizational, or technical problems, and the status of projects. Conducts interviews for vacant positions and recommends selected candidates to the IT Director 2. Meets with OGB, OFSS, Actuaries, Vendors, Auditors, OTS management, OTS ARM, etc. and appropriate staff to plan and direct changes, for application development, testing and implementation of enhancements to the Statewide eEnrollment system, Data Warehouse, IMPACT, Annual Enrollment Portal, FPR, EMBER, etc. Assesses staff training requirements, identifies appropriate training courses, and coordinates the scheduling of training.

-Directs the analysis of changes and enhancements to the highly complex integrated statewide eEnrollment and IMPACT system components. Evaluates the impact of new legislation, rules, regulations, and policies on the organization and systems. Evaluates the vendor's plans and direction concerning revisions and implementation of major OGB changes and coordinates the movement of new or enhanced programs, and applications into the production environment.

-Maintains a working relationship with the user departments, anticipates needs, analyzes problems, establishes priorities, coordinates activities, and recommends solutions and alternatives as it relates to new and existing applications development. Acts as liaison between project teams, computer operations, systems, user sections, other agencies, legislative auditors, vendors, contractors and the IT Director 2.

-Directs the implementation of a development methodology, programming and procedural standards, and quality control techniques within the applications development area. Provides staff with guidance regarding design, coding testing and interfacing complex programs and systems.

-Performs all other tasks, special projects, analysis, studies, and plans as directed.
