IntroductionIT Security Specialist Needed!As an IT Security Specialist, you will administer IT security, access control, and email services, and support cyber security objectives across multiple platforms at the Wisconsin Department of Revenue and for the benefit of Wisconsin taxpayers.
This position is headquartered in Madison at the State Revenue Building on Rimrock Road.
Your Role Your security tasks will include:
- The design, implementation, execution and monitoring of IT security, access control, and email for systems and data on DOR's multiple IT platforms, working closely with the Department of Administration (DOA) and Division of Enterprise Technology (DET) infrastructure, platform, and software services teams.
- Application account management activities for internal and external cloud services, including identity and access management (IAM) across Active Directory, cloud platforms, and mainframe environments.
- Administer enterprise email security controls including Secure Email Gateway, email authentication protocols, and quarantine management.
- Ensuring DOR IT requests, initiatives and general operations conform to established security policies and standards. Advising the DOR IT division in designing and implementing security software tools and processes.
- Works with the DOR Chief Information Security Officer (CISO) to identify and implement tools to support agency policies and procedures, and assist in achieving cyber security objectives including incident response, vulnerability management, security awareness, and policy compliance. This includes leveraging M365 tools such as Purview for data loss prevention (DLP) and e-discovery activities.
- Advises the DOR liaison to Department of Administration (DOA), Internal Revenue Service (IRS), Legislative Audit Bureau (LAB) and other regulatory agencies.

The classification of this position is an
IS Technical Services Specialist, which is in Pay Schedule 07, Pay Range 33. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.
Job DetailsBackground Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.
I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.
Probationary Period: A 12-month probationary period will be required.
Remote/Telework up to 60%. Note:During probation you will have the opportunity to gradually increase to 60% (i.e., working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months (of your 12-month probation) based on performance and workload needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.
QualificationsMinimum qualified candidates will have experience in each of the following: - Experience administering (e.g., having the administrator level role/access) user account provisioning/deprovisioning, and access control across multiple enterprise systems (e.g., Active Directory, Entra, cloud platforms, mainframe environments).
- Experience leading or coordinating IT security related projects.
- Experience supporting IT security operations such as security log review, vulnerability scanning, incident identification, and/or security auditing/reporting.
- Experience administering (e.g., having the administrator level role/access) enterprise email systems and email security controls (e.g., Secure Email Gateway, Cisco Email Security (IronPort) email authentication protocols such as SPF/DKIM/DMARC, or quarantine management).
Well qualified candidates will have experience in a minimum of one (1) of the following (in addition to the minimum qualifications):
- Experience with scripting to automate IT Security tasks. (e.g., PowerShell).
- Experience working with cybersecurity compliance standards (e.g., IRS 1075) and/or coordinating with regulatory agencies (e.g., IRS, other audit/oversite agencies, Legislative Audit Bureau, etc.) on security compliance.
- Experience using compliance tools (e.g., Microsoft Purview for DLP and eDiscovery, Everlaw, etc.) to manage electronic records. (e.g., search, preserve, and export).
