Description

REQUIRED: Active TS/SCI with Full Scope Polygraph
LOCATION: Full-time onsite in Chantilly, VA area

We are needing an IT Program Manager who will bring hands-on experience leading multi-disciplinary, cross-organizational teams through the complex Project Management Framework (PMF) to deliver resilient Agile solutions. As a trusted advisor to senior-level stakeholders, you will navigate competing priorities and tight deadlines, leaning on your hands-on experience building sprint plans, managing Jira backlogs, and translating intricate technical challenges into clear mitigation strategies.

On the job:
  • Experience leading an Agile development team.
  • Experience working with senior level customers for status updates and prioritization.
  • Knowledge and experience with using Jira for managing backlogs, portfolios, products, and sprints.
  • Experience putting together sprint plans.
  • Experience putting together weekly reports.
  • Ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; to perform risk identification and management; and to communicate effectively with the customer, stakeholder, and project team.
  • Communication skills and ability to articulate complex resource and technical issues to a range of audiences.
  • Knowledge and experience with leading and managing enterprise level projects that have a multi-disciplinary cross-organizational project team from start to end using the Sponsor's Project Management Framework (PMF) and Agile Project Management methodology.
  • Knowledge and experience with managing multiple concurrent projects, short deadlines, and competing priorities.
  • Knowledge and experience identifying programmatic challenges, risks, and constraints coupled with a strong ability to convey well-thought mitigation strategies.
  • Knowledge and experience managing a project through the accreditation process using ICD-503 and receive ATO (Authority to Operate).


Highly Desired Qualifications

Other skills and demonstrated experiences that are highly desired but not mandatory to perform the work, include working with:
  • the Sponsor's Lean Agile methodology.
  • Managing top line charts, sprint burn-up charts and sprint goals.
  • Working with Sponsor data repositories, Segmentation service, SecOps Pipeline, and Sponsor JIRA Workflow.
  • On-the-job ability to communicate (orally and in writing) complex technical concepts and project information, tailoring ideas, explanations, and concepts to executive and senior managers.
  • On-the-job knowledge of Sponsor's enterprise technical architecture, services-oriented architectures, security requirements, and operating environments.
  • Broad knowledge of Sponsor's IT components, missions, and strategies.
  • Familiarity with IC issues, policies, systems, and working relationships.
  • On-the-job ability to build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the Sponsor and Intelligence Community (IC).
  • Hold the following Professional Certifications: Project Management Professional (i.e. PMI PMP), Agile Certified Practitioner (ACP).
