Summary

The incumbent serves as IT Cybersecurity Specialist in the Office of Management and Budget's (OMB) Office of the Federal Chief Information Officer (OFCIO). The incumbent assists with implementation of strategic multi-agency cybersecurity priorities.

Duties

As a IT Cybersecurity Specialist (INFOSEC), GS-2210-14/15, your typical work assignments may include the following:

• Develops cybersecurity policies and programs through collaboration within OFCIO and with other OMB offices, the Office of the National Cyber Director, the National Security Council, the Department of Homeland Security, the National Security Agency, and various interagency working groups.
• Conducts in-depth analysis in support of budget, legislative, and regulatory policy relevant to information security.
• Coordinates incident response across agencies for major cybersecurity events.
• Provides subject matter expertise in one or more of the following areas: threat hunting, cloud security engineering, AI-enabled software vulnerability analysis, network engineering, software security analysis, secure software development practices, open-source software security, risk management, agentic and traditional red teaming and penetration testing, and automation of security operations.
• Briefs OMB leadership on cybersecurity challenges, policy, and threats.
• Serves as a desk officer who is responsible for direct engagement with an agency's CIO and team to conduct oversight and support implementation efforts within their overall IT portfolio.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Cybersecurity Specialist (INFOSEC), 2210.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-14 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent in the private sector that demonstrates the following: 1) Applying IT principals, concepts, methods and practices to provide technical recommendations and oversight of threat analysis to minimize the impact of threats and risk on mission operations; 2) Developing key performance indicators to measure cyber defense efficacy; and 3) assessing IT security programs to improve policies and plans for IT security systems that minimize IT vulnerabilities.

You may qualify at the GS-15 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent in the private sector that demonstrates the following: 1) Providing technical advice, guidance, and recommendations to management and other technical specialists on critical IT security Issues; 2) Evaluating IT security programs to improve policies and plans for IT security systems that minimize IT vulnerabilities; 3) Applying of IT principals, concepts, methods and practices to provide technical recommendations and oversight of threat analysis to minimize the impact of threats and risk on mission operations; and 4) Analyzing threat and system assessments to identify trends and new innovative technologies and methodologies to detect and mitigate threats/risks

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
