Job Summary

As the IT Advanced Business Analyst, you will perform business analysis functions supporting the development of IT application projects. You will use a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization to document requirements, and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business needs and processes, software requirements, data management systems and development of specifications for technology initiatives.

The IT Advanced Business Analyst works as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop. The IT Advanced Business Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. The IT Advanced Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases.

The incumbent will participate in and in practice: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices for and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and byMNIT.

This position requires an employee to work onsite at 540 Cedar Street, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
  • Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

This position requires a minimum of four (4) years of experience in performing IT business analysis functions.

Experience must include:
  • Translating complex business, technical, and system information into clear language while evaluating business processes and systems to identify improvement opportunities and recommend practical technology or process solutions.
  • Experience gathering and communicating business needs and functional requirements via one or more of the following: High Level Requirements, Use Cases, Test Cases, Specifications, User stories, Business Process Models, UML, Diagrams, and Wireframes.
  • Applying advanced problem-solving skills, including problem definition, information gathering, research, root-cause analysis, alternatives analysis, solution development, and implementation.
  • Collaborating effectively with developers, testers, project managers, business partners, vendors, and other stakeholders throughout the system development life cycle.
  • Managing and prioritizing multiple assignments and deadlines, working independently and/or collaboratively as a team identifying emerging issues, and recommending alternative solutions.
  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.


Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Strongly Preferred Qualifications
  • Experience providing enterprise-level functional leadership for the Minnesota Eligibility Technology System (METS), including healthcare eligibility determinations, eligibility notices, system integrations/interface, security and identity management, modernization initiatives, and complex regulatory requirements.
  • Demonstrated understanding of the Healthcare programs the Department of Human Services, and MNsure oversees or administers in collaboration with their partners.
  • Working knowledge of business approaches such as System Development Life Cycle (SDLC), Rationale Unified Process (RUP) and methodologies such as Business Process Modeling (BPM), Unified Modeling Language (UML), Lean Kaizen, structured English, Waterfall, Iterative, and Agile (Scrum/Kanban).


Preferred Qualifications
  • Experience providing enterprise-level business analysis leadership for highly complex, multi-program technology initiatives and establishing enterprise strategies, governance frameworks, documentation standards, and quality-assurance practices for large-scale IT programs.
  • Experience evaluating organization-wide business processes and advising senior leadership on strategic system improvements, modernization opportunities, risks, dependencies, and implementation priorities.
  • Experience directing cross-functional requirements and solution-analysis activities while offering functional leadership, consultation, and mentorship to business analysts and multidisciplinary project teams.
  • Strong negotiation, facilitation, and relationship-ma nagement skills with a proven ability to foster collaboration, build consensus, and resolve conflict among diverse stakeholder groups, including multiple state and partner agencies.
