Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position serves as the budget director for the DHS Health Care Administration (HCA). This position is responsible for HCA's strategic and tactical administrative fiscal leadership. The incumbent is also responsible for coordinating, researching, and responding to fiscal information and analysis requests from HCA leadership, including requests initiated by executive leadership or through BAD/CFO fiscal management. This responsibility includes ensuring HCA leadership has timely, accurate, and comprehensive fiscal information to support decision-making, while working in coordination with established fiscal leadership and liaison structures.

This position exists to:
  • Direct all work pertaining to the annual HCA administrative budget.
  • Provide leadership and oversight for HCA financial compliance and program integrity functions within the scope of the administrration's fiscal responsibilities.
  • Establish and maintain effective financial controls and accountability mechanisms
  • Support audit readiness and response, including coordination of financial information, documentation, findings and corrective action plans
  • Manage HCA budget team; and
  • Perform other duties as assigned.

Qualifications

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:
  • Experience as a supervisor, leadworker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
    • 1+ year of experience identifying issues, goals and strategic actions
    • 100+ hours per year time commitment

AND

Five (5) years of finance and budget management for a large, complex organization, government agency, non-profit or health care accounting setting demonstrating the following:
  • Interpretation of state and federal level policies impacting financial systems, health care programs, policies, health care purchasing strategies, and operations
  • Knowledge of the legislative process and how budgets are set at the state level.
  • Proven track record designing and maintaining internal controls, audit response, regulatory compliance, and financial risk management

Preferred Qualifications
  • Master's in Business Administration or Public Policy;
  • Experience with state or local government accounting systems;
  • Experience and knowledge of Minnesota Health Care Programs, including Medical Assistance and MinnesotaCare;
  • Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization.
  • Experience with Medicaid financing and administrative claiming.
  • Experience negotiating, writing and monitoring interagency agreements that include financial impact
  • Experience with the SWIFT accounting system used by the State of Minnesota.
  • Ability to identify internal and external pressures/roadblocks that impact or may impact the work of the agency and navigate them effectively.
  • Experience and working knowledge with state or federal grants
  • Demonstrated ability to create a positive work culture.
  • Variety of experiences working with and communicating effectively with others from different backgrounds and cultures
