About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Security Operations Training Facility (SOTF) Section, Washington, DC.

Duties

• Serve as Director of the Data Analytics and Research Cell (DARC) for Security Operations Training Facility (SOTF).
• Conduct detailed assessments to identify the technical needs of the organization, considering current and future strategic objectives.
• Responsible for providing comprehensive oversight of twenty contract employees, ensuring operational efficiency and adherence to established data, security, and intelligence policies and procedures.
• Represent the unit, as required, in planning and coordination concerning data, analysis, and policy.
• Must display strong leadership skills, effective communication, and a commitment to fostering a diverse and inclusive workspace that values the contributions of all employees.
• Articulate organization data collection, data back-haul, and technical analytic requirements clearly and effectively to various organization.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position is designated KEY, meaning it cannot be vacated during war or national emergency without seriously impairing the mission. *For more information, please see "Qualifications" below.
• Requires extensive travel, both CONUS and OCONUS, up to 30% of the time, on very short notice.
• The position will be required to be on-call at times.
• Requires frequent extended duty with long hours under high pressure with generally high-risk jobresponsibilities.
• Requires duties to be performed under austere and potentially hazardous conditions during exercises and deployment operations. Uniform is required. May be required to deploy into areas in which hostile action may occur.
• Specific training and immunization requirements as appropriate for OCONUS deployments.
• Must be able to obtain and maintain a Top Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI) and selected Special Access Programs.
• Shift work, irregular tours of duty and/or extended duty will be required.
• May be required to undergo psychological screening.
• Must be willing to undergo and successfully complete counter-intelligence scope polygraph examination with No Deception Indicated (NDI).
• Must apply for and obtain Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.
• A pre-employment physical is required.
• This position requires access to firearms and/or ammunition, and therefore is subject to the Lautenberg amendment to the gun control act of 1968. *For more information, please see "Qualifications" below.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience which includes:

1) Managing technical intelligence data systems to support operational and organizational mission requirements.

2) Managing contractor personnel and ensuring compliance with security requirements policy and operational processes.

3) Collaborating with inter-agency partners to synchronize intelligence information and resolve operational conflicts.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Note:

This position is designated KEY, meaning it cannot be vacated during war or national emergency without seriously impairing the mission. Incumbent of this position has unique or scarce managerial or technical skills required by the wartime mission, and cannot be held by someone in reserve status or with military recall obligations.

This position requires access to firearms and/or ammunition, and therefore is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.

Education
