The Texas Education Agency (TEA) Instructional Materials Review and Approval (IMRA) team plans and executes reviews to identify highquality instructional materials, supports publishers engaged in the review process, and prepares and publishes reports and other information to support districts in making local adoption decisions. The IMRA Operations Manager serves as a manager and operational leader within the IMRA Team, part of the Division of District Operations, Technology, and Sustainability Supports (DOTSS) in the Office of School Programs (OSP). This role reports to the Director of IMRA and is responsible for planning, directing, and managing statewide operational activities that support the successful execution of the instructional materials review and approval process. The IMRA Operations Manager oversees the implementation of reviewcycle activities from publisher submission through publication of final review outcomes and ensures that operations are conducted efficiently, consistently, and in accordance with agency priorities, statutory requirements, established timelines, and quality standards. This role supervises staff responsible for publisher support, review coordination, and operational execution and is accountable for workforce planning, workload balancing, performance management, and staff development.

The IMRA Operations Manager develops, implements, and oversees operational systems, workflows, procedures, and performancemonitoring processes that support the successful delivery of each IMRA cycle. This role exercises independent judgment in managing competing priorities, allocating resources, resolving escalated operational issues, and making daytoday decisions necessary to maintain progress across multiple review workstreams. The position coordinates implementation activities among TEA staff, vendors, publishers, Education Service Centers (ESCs), and other stakeholders to ensure effective execution of IMRA processes and deliverables. Through continuous monitoring of performance metrics, operational risks, stakeholder feedback, and cycle outcomes, the IMRA Operations Manager identifies opportunities for improvement and implements corrective actions to increase efficiency, strengthen quality controls, and support timely completion of review milestones. The role works under limited supervision with considerable latitude for initiative and independent judgment and plays a critical role in ensuring the integrity, consistency, scalability, and operational excellence of the state's instructional materials review and approval process.

This position requires up to 10% travel, based on business needs, to support program initiatives, collaboration, and operational priorities.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. IMRA Cycle Operations Management: lead the endtoend operational execution of the Instructional Materials Review and Approval (IMRA) cycle from publisher submission through publication of review outcomes; establish and maintain review workflows, schedules, procedures, tracking systems, and operational controls to ensure timely, accurate, and consistent implementation of review activities; oversee publisher portfolio assignments, workload balancing, milestone tracking, and operational readiness across all stages of the review process; monitor cycle progress and proactively identify, mitigate, and resolve operational risks to ensure successful delivery of IMRA outcomes

2. Escalation Management, Compliance, and Quality Assurance: serve as the primary operational decisionmaker for daytoday implementation issues, stakeholder concerns, and process escalations; ensure review activities are executed in accordance with established procedures, timelines, statutory requirements, and quality standards; maintain operational documentation, monitor compliance with IMRA requirements, coordinate issue resolution efforts, and recommend corrective actions to ensure the integrity, transparency, and defensibility of the instructional materials review process

3. Performance Monitoring and Continuous Improvement: monitor operational performance metrics, cycle progress indicators, service levels, quality measures, and stakeholder feedback to assess the effectiveness of IMRA operations; analyze data to identify trends, bottlenecks, risks, and opportunities for improvement; implement process refinements, workflow adjustments, and corrective actions to improve efficiency, reduce cycle times, strengthen quality controls, and ensure achievement of cycle milestones and performance targets

4. CrossFunctional Coordination and Stakeholder Support: coordinate operational execution across TEA staff, vendors, Education Service Centers (ESCs), publishers, and other stakeholders involved in the IMRA process; facilitate communication, track dependencies, monitor deliverables, and resolve operational issues affecting cycle execution. Ensure alignment of workflows, schedules, and implementation activities across multiple workstreams while providing timely information, guidance, and technical assistance to internal and external stakeholders

5. Team Management and Supervision: supervise and develop the IMRA liaison team responsible for publisher support, process execution, and stakeholder coordination; assign and balance publisher portfolios, establish performance expectations, provide coaching and feedback, monitor workload distribution, and ensure consistent implementation of IMRA procedures and standards; foster a culture of service, accountability, continuous improvement, and operational excellence to support highquality review outcomes and positive stakeholder experiences

Qualifications

Minimum Qualifications
  • Education: Graduation from an accredited fouryear college or university
  • Experience: At least five [5] years of experience in program operations, project management, educational administration, organizational process management, or related fields.
  • Substitution: An advanced degree may substitute for two years of required experience.

Other Qualifications

  • Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
  • Extensive experience managing complex operational processes and largescale initiatives involving multiple stakeholders, timelines, and deliverables
  • Skill in staff supervision, coaching, workload management, and performance management
  • Skill in project and operations management, including planning, tracking, risk identification, and issue resolution
  • Skill in analyzing operational data and implementing continuous process improvements
  • Ability to establish priorities, make sound operational decisions, and manage competing demands
  • Ability to build and maintain productive working relationships with internal and external stakeholders
  • Knowledge of continuous improvement principles and operational performance management
  • Knowledge of instructional materials, educational publishing, state review processes, or Texas public education systems preferred
  • Knowledge of the Texas instructional materials review and approval process and EMAT system preferred
  • A degree in Business Administration, Public Administration, Education, Educational Leadership, Organizational Leadership, Operations Management, Project Management, or related field preferred

Offers are based on the candidate's experience and qualifications and consider internal pay equity across employees performing similar work.

The top half of the posted salary range is generally reserved for candidates whose qualifications exceed the role's requirements. The maximum of the range is typically reserved for candidates who significantly exceed the required and preferred qualifications.
