About the Role

The Texas Higher Education Coordinating Board is seeking an accomplished technology executive to serve as the Senior Director of Technology. Reporting directly to the Chief Information Officer, this position serves as a key member of the ITS executive leadership team and provides strategic leadership for the agency's enterprise technology organization.

The Senior Director is responsible for establishing and executing the agency's enterprise technology strategy while leading Engineering, Infrastructure and Operations, Cloud Services, Enterprise Platforms, Networking, Data Engineering, and Enterprise Architecture. This position ensures the delivery of secure, reliable, scalable, and resilient technology services that support agency operations, business priorities, and longterm strategic objectives.

Working in close partnership with the Chief Information Officer, executive leadership, agency stakeholders, and external partners, the Senior Director develops longrange technology strategies, enterprise architecture standards, engineering practices, governance frameworks, operational policies, and technology roadmaps that position the agency for longterm success.

The position leads enterprise technology modernization initiatives by reducing technical debt, improving operational maturity, strengthening technology governance, advancing cloud capabilities, enhancing resiliency, and evaluating emerging technologies that improve organizational effectiveness. Responsibilities also include executive oversight of workforce planning, financial stewardship, vendor management, technology procurement, operational performance, disaster recovery, business continuity, and enterprise technology initiatives.

As an executive leader, the Senior Director develops and mentors¿ technology leaders while fostering a culture of accountability, collaboration, innovation, continuous learning, and operational excellence. This position exercises significant independent judgment while serving as a trusted advisor to the Chief Information Officer and agency leadership on enterprise technology strategy and organizational transformation .

General Description:

Performs highly advanced (executivelevel) managerial work for the Information Technology Services (ITS) Division of the Texas Higher Education Coordinating Board (THECB). Serving as the Senior Director of Technology, this position provides executive leadership and strategic direction for the agency's enterprise technology organization, including engineering, infrastructure, cloud services, networking, enterprise platforms, data engineering, enterprise architecture, and technology operations. The position is responsible for establishing and executing the agency's technology strategy while ensuring the delivery of secure, reliable, scalable, and resilient technology services that support agency operations, business priorities, and strategic objectives.

Work involves establishing longrange technology strategies, organizational goals, policies, standards, governance frameworks, and engineering practices that promote operational excellence, innovation, and continuous improvement. Responsibilities include directing enterprise engineering, infrastructure and cloud operations, enterprise architecture, platform services, technology modernization, workforce planning, operational performance, technology governance, vendor management, financial stewardship, disaster recovery, business continuity, and enterprise technology initiatives.

Collaborates closely with the Chief Information Officer, executive leadership, agency stakeholders, and external partners to align technology investments with agency priorities and ensure technology services effectively enable business operations and organizational success.

Supervises the work of directors, managers, supervisors, and professional staff. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position reports to the Chief Information Officer. Performs other duties as assigned.

Provides executive leadership and strategic direction for the Information Technology Services (ITS) Technology organization, including Engineering, Infrastructure and Operations, Cloud Services, Enterprise Platforms, Networking, Data Engineering, and Enterprise Architecture, ensuring the delivery of secure, reliable, and resilient technology services that support agency operations and strategic objectives.

Establishes the agency's enterprise technology strategy, technology roadmaps, architectural standards, engineering practices, operational policies, governance frameworks, and performance measures that promote operational excellence, scalability, security, and continuous improvement.

Directs enterprise engineering, infrastructure, cloud, networking, enterprise platforms, and technology operations to ensure technology services meet established service levels, reliability objectives, security requirements, and business needs.

Leads technology modernization initiatives by evaluating emerging technologies, reducing technical debt, improving operational maturity, and implementing innovative technology solutions that enhance organizational effectiveness and longterm sustainability.

Provides executive leadership for enterprise architecture, technology governance, technical standards, platform lifecycle management, disaster recovery, business continuity, and operational resiliency to ensure technology investments align with agency priorities and statewide technology requirements.

Leads workforce planning, organizational development, succession planning, recruitment, coaching, mentoring, performance management, and leadership development for assigned technology organizations while fostering a culture of accountability, collaboration, innovation, and continuous learning.

Collaborates with ITS leadership, agency executives, business stakeholders, and external partners to align technology strategy, operational priorities, and enterprise initiatives with organizational goals and customer needs.

Establishes and monitors operational performance measures, technology health metrics, service reliability indicators, and executive reporting to evaluate organizational effectiveness, support executive decisionmaking, and drive continuous improvement.

Provides executive oversight of technology budgeting, vendor relationships, contract performance, technology procurement, resource allocation, and financial stewardship to maximize the value of technology investments.

Provides leadership for technology risk management, cybersecurity collaboration, audit coordination, compliance activities, records management requirements, and adherence to applicable federal, state, and agency laws, regulations, policies, and technology standards.

Performs other duties as assigned.
