(Internal Title: Contract Administration and Procurement II)
Support the Commercial Management team in the delivery of portfolio-wide commercial activities, providing surge capacity and coordination support across multiple projects and initiatives.
Lead the preparation and administration of commercial governance materials, including maintaining the CCO Commercial Log, action trackers, decision registers, visualization boards, dashboards, and executive presentations to support effective decision-making and reporting.
Coordinate the development of briefing materials, meeting packages, status reports, and presentation decks for commercial leadership, governance forums, and senior stakeholders.
Maintain portfolio-level commercial reporting and tracking tools, ensuring the timely collection, consolidation, and analysis of project information, key risks, commercial issues, actions, and decisions.
Support portfolio coordination activities by tracking deliverables, monitoring milestones, managing action items, and facilitating alignment across commercial, project delivery, and program control teams.
Work closely with the Commercial Director to coordinate commercial matters related to Southern Rail Corridors and End State scope being delivered by contractors, and alliances outside of the Union+ program.
Support the identification, tracking, and escalation of commercial risks, dependencies, issues, and opportunities that may impact portfolio objectives, schedules, or commercial outcomes.
Assist in the preparation, review, and analysis of commercial documentation, agreements, change requests, performance reports, and supporting materials as required.
Contribute to the continuous improvement of commercial management processes, governance frameworks, reporting tools, and portfolio controls to enhance transparency, consistency, and operational effectiveness.
Perform research, benchmarking, data analysis, and ad hoc commercial assessments to support strategic decision-making and business objectives.
Foster strong working relationships with project teams and stakeholders while promoting best practices in commercial management, governance, accountability, and project controls.

HERE'S WHAT YOU'LL NEED:
Experience:
2 to 5 years of experience in commercial management, project coordination, project controls, governance, portfolio management, consulting, infrastructure delivery, or a related field.
Experience supporting large-scale infrastructure, transit, transportation, construction, or public-sector programs is preferred.
Demonstrated experience preparing governance and executive-level materials, including dashboards, presentations, decision logs, action trackers, and management reports.
Experience coordinating cross-functional activities, tracking deliverables, risks, issues, and actions, and supporting portfolio-level reporting and governance processes.
Education:
Degree in Business, Commerce, Finance, Engineering, Project Management, Construction Management, or a related field, or an equivalent combination of education and experience.
Licenses OR Certifications:
Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, or Procurement Management including Project Management certification - PMI (Project Management Institute), Professional Engineers of Ontario (PEO), Certified Professional Contracts Manager (CPCM), Chartered Institute of Purchasing and Supply (CIPS), Certified Supply Chain Professional (CSCP), Certificate Professional in Supply Chain Management (CPSM) or equivalent
Progress toward a relevant professional designation (e.g., PMP, CPA, RICS) is an asset.
Skills and Competencies:
Strong analytical, organizational, and problem-solving skills, with the ability to synthesize complex information into clear and concise executive materials.
Excellent written and verbal communication skills, with ability to build effective relationships and collaborate with internal teams, contractors, consultants, and external stakeholders.
Proficiency in MS applications, particularly PowerPoint, Excel, Word, and SharePoint.
Knowledge of commercial management, contract administration, project delivery, governance frameworks, and stakeholder management practices is an asset.
Ability to work effectively in a fast-paced, dynamic environment, manage competing priorities, and adapt to evolving business and portfolio requirements.
In-depth understanding of prevailing Commercial Management methods
Proficient in the application of tools and metrics needed to evaluate contract or procurement performance
Competent in Project Management software
Skilled in reading, comprehending, and negotiating contract terms
Readiness to learn other Commercial Management, Procurement, and Project Management software on the job
Ability to arrange priorities and escalate competing risks to meet deadlines
Keen eye for detail and adept problem-solving abilities
Must have demonstrated experience relaying and receiving information (written and verbal)
Effective skills in Microsoft Office
Equipped to work independently and as part of a team
