Summary

This position is located in the Office of Information Technology for Patents (OITP), Office of Patent Automation (OPA), Office of the Commissioner for Patents, U.S. Patent and Trademark Office (USPTO) OPA is responsible for program and project management functions to ensure that the necessary functional and technical requirements are addressed in the development of automation tools and technologies needed to support improvements in Patents business operations.

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

The individual selected for this position will...

  • Oversee information technology programs, automation initiatives, and technical staff supporting patent business operations.
  • Provide strategic technical and analytical advice to senior leadership on information technology, patent automation, and emerging technologies.
  • Direct the planning, development, implementation, and modernization of enterprise information technology and automation solutions.
  • Lead strategic planning, technology implementation, and stakeholder collaboration to support patent examination and business operations.
  • Evaluate program performance, technology solutions, and operational requirements to recommend improvements and ensure mission objects are met.
  • Communicate complex technical concepts clearly and effectively to diverse stakeholders, orally and written communication.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service: For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

  • Managing program operations involving automated information systems, business processes, or information management to support efficient and effective program delivery; AND
  • Providing advice to senior management, program officials, and stakeholders on information technology strategies, system capabilities, or operational improvements; AND
  • Planning and evaluating information technology programs, projects, or services to support the business mission; AND
  • Leading a team of employees by planning, assigning, and evaluating the work to accomplish program objectives.


In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

Education completed in foreign colleges or universities may be used to meet the requirements. Please refer to General Schedule Qualification Policies for more information. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

NOTE: Only education and experience acquired before the filing deadline will be considered. Report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Additional information

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
