The work you'll do is more than just a job.

To analyze systems, processing and information requirements necessary to support and improve the operation of the Statewide Human Capital Management (HCM) Information Systems (SEMA4 and ELM) and to design and develop new programs and processes and maintain or modify existing programs and processes which address those requirements.
Participate in development for legislative and bargaining issues affecting the labor negotiation process. Incumbent will have access to, and be exposed to, bargaining related material and discussions without censure.

This position requires an employee to work onsite at 658 Cedar St, St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
  • Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in an information technology role with primary responsibility in developing and supporting PeopleSoft application development using PeopleSoft technology's.

Experience must include:
  • Oracle/PeopleSoft application development
  • Oracle/PeopleSoft application development tools, i.e., PeopleTools
  • SQL


E ducation in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Strongly Preferred Qualifications
  • Experience in supporting and developing Oracle/PeopleSoft HCM/ELM applications image 51 with PeopleTools 8.62.
  • Strong experience with COBOL, SQR, JCL, Windows, UNIX, BI Publisher etc.
  • Technical knowledge of AppWorx components (Broadcom Application Manager 9.5)

Preferred Qualifications
  • Strong problem-solving skills; ability to work independently, be proactive and accountable for own deliverables.
  • Ability to effectively communicate complex technical information orally and in writing to management, clients, and staff; skill in interviewing, information gathering, technical writing, and conducting formal meetings.
  • Experience with OCI
  • Public Sector experience.?
