Description

The Energy and Environment Cabinet, Office of Administrative Services, Division of Information Services, is seeking an Information Systems Supervisor to lead an IT Operations team and provide technology services that support the Cabinet's programs.

Key Responsibilities
  • Supervise, mentor, and develop IT professionals responsible for application support, system maintenance, development, and implementation.
  • Manage and support helpdesk operations, including: ticket intake, assignment, prioritization, tracking, escalation, and resolution of incidents and service requests.
  • Monitor helpdesk performance and service levels, analyze ticket trends, and use helpdesk data to identify recurring issues, improve processes, and enhance customer service.
  • Plan, assign, and monitor staff work to ensure IT services, projects, and initiatives are completed effectively and on schedule.
  • Oversee the planning, implementation, and completion of IT projects, including tracking progress, identifying risks, and addressing issues.
  • Support, maintain, and implement agency applications and databases, including TEMPO, eForms, SMIS, Nintex, and other state and federal systems.
  • Evaluate service requests, system changes, hardware, and software modifications for feasibility, impact, security, and compliance.
  • Provide technical guidance and assistance to analysts in the development, implementation, troubleshooting, and maintenance of application/computer systems.
  • Review staff work and system changes prior to implementation to ensure quality, accuracy, and adherence to established standards.
  • Identify opportunities to improve IT processes, workflows, and service delivery and implement strategies to increase efficiency.
  • Develop and maintain technical policies, standards, procedures, and documentation processes.
  • Identify staff training needs and coordinate or provide technical training and professional development.
  • Assist staff with complex troubleshooting and resolution of IT issues and ensure timely resolution of operational problems.
  • Provide regular status reports and management updates on IT operations, projects, performance measures, accomplishments, risks, and areas for improvement.
  • Work with team members on professional development in addition to performing annual employee evaluations.
Preferred Qualifications
  • Experience supervising or leading IT professionals.
  • Experience managing IT projects and tracking project deliverables.
  • Experience supporting enterprise applications, databases, or information systems.
  • Strong problem-solving, analytical, organizational, and time-management skills.
  • Excellent written and verbal communication skills.
  • Ability to prioritize and manage multiple projects and operational responsibilities in a fast-paced environment.
  • Ability to work collaboratively with technical staff, business users, vendors, and management.
  • Commitment to mentoring staff and fostering a productive, service-focused team environment.
This position has an approved Locality Premium of 16% in compliance with 101 KAR 2:034 Section 9 (1).

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS:Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.

Substitute EDUCATION for EXPERIENCE:A master's degree in computer science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:Two years of additional experience in computer programming, systems analysis, computer operations, business or public administration, statistics, research, or a related field will substitute for the education requirement.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
