Information Systems (IS) Manager

Position Overview

We are looking for an Information Systems Manager who understands government contracting, builds systems directly, and can put modern AI to work inside the business from day one. The systems in scope include ERP (Deltek Costpoint and SAP), program controls and earned value tooling (Deltek Cobra), requirements management manufacturing and engineering systems, and an internally built process platform that runs approvals, tasking, and cross functional workflow across the company.

A central deliverable for this role is the HDUSA data warehouse. Extracting clean, trustworthy data out of Costpoint and the surrounding systems, modeling it, and making it available to reporting, program management, and AI applications is the backbone of everything else this position touches.

How We Expect This Role To Operate

This is a hands-on keyboard role. The person in this seat writes the queries, builds the extracts, configures the workflows, stands up the pipelines, and prototypes the AI capability.

You will also be given real latitude. HDUSA already runs an internal AI application ecosystem and an internal development team. This role is expected to plug into that, contribute to it, and extend it into the enterprise systems layer.

Essential Duties and Responsibilities

Enterprise Systems Ownership

• Own the configuration, enhancement, integration, and sustainment of HDUSA enterprise systems, with primary focus on Deltek Costpoint and SAP.
• Serve as the internal technical owner for business system success rather than a coordinator of outside parties. Manage system integrators and consultants where they are used, but retain the ability to do the work in house.
• Manage the information system requirements that flow from contract terms, including Cobra for cost and schedule performance, DOORS for requirements traceability, and the reporting and data deliverables tied to program awards.
• Establish change control, configuration integrity, and data standards across the enterprise system portfolio.

Data Engineering and the HDUSA Data Warehouse

• Design, build, and own the HDUSA data warehouse as a durable enterprise asset.
• Extract data from Costpoint and other enterprise systems at the database and API level. Understand the underlying data models well enough to know what a field actually means before it lands in a report.
• Build and maintain pipelines, transformation logic, and data models that support finance, program controls, supply chain, manufacturing, and engineering reporting.
• Make warehouse data available as a governed source for business intelligence, executive reporting, and AI applications, with lineage, refresh discipline, and access controls that hold up under audit.
• Own data quality. Find the root cause when numbers disagree across systems and fix it at the source.

AI and Agentic Capability

• Apply modern AI to real business problems inside the enterprise systems footprint, including document and data extraction, workflow automation, decision support, and analysis over warehouse data.
• Build and evaluate agentic workflows using current frameworks and orchestration patterns, including retrieval over internal data, tool and API calling, and multi step automation.
• Work within HDUSA AI governance, including data classification, routing of sensitive and export controlled data to approved environments, and model access controls.

Process Platform and Workflow

• Own and extend the internally built process and workflow platform that HDUSA uses for approvals, tasking, and cross functional execution. This includes workflow design, state and role modeling, approval routing, form design, notification logic, and reporting on the process itself.
• Translate how the business actually works into workflows people will use, then measure and improve cycle time, bottlenecks, and exception handling.
• Connect the process platform to the ERP and the warehouse so that approvals, transactions, and reporting share one version of the truth.

Government Contracting, Compliance, and Audit

• Ensure systems and processes support DCAA, DCMA, DFARS, FAR, and CAS requirements, and the DFARS business system criteria for accounting, estimating, purchasing, property, and MMAS.
• Align system configuration to compliant cost accounting practices, indirect rate structures, labor charging and timekeeping, purchasing controls, material management, property control, and contract cost accumulation.
• Support internal and external audits with system evidence, data integrity validation, and documented workflows and internal controls.
• Maintain system access, segregation of duties, and audit traceability to U.S. Government standards.

Security, FOCI, and Access Control

• Ensure enterprise systems meet CUI, ITAR, export control, and FOCI mitigated access requirements, including segregation of foreign national access and administrative rights.
• Partner with IT Security on user roles, privileges, logging, and monitoring.

Cross Functional Leadership and Team Growth

• Work directly with Finance, Contracts, Supply Chain, Manufacturing, Engineering, and Program Management to set priorities and resolve issues.
• Provide clear status, risk, and schedule reporting to senior leadership.
• Build and lead a small team over time as scope grows, including analysts, developers, or data engineers, and set the technical standard that team works to.
• Maintain the long term support model, including documentation, user training, troubleshooting, and upgrade planning.

Qualifications and Experience

Required

• 7 to 12 or more years in enterprise systems, ERP implementation, or business systems leadership, with a meaningful portion of that time spent doing the work personally rather than overseeing it.
• Government contracting experience. Understanding of the key elements that goes into a contract that would ultimately flow down into a data / systems teams requirements.
• Hands on experience with Deltek Costpoint is a requirement - government cloud (GCCM) version preferred. SAP, or a comparable tier one manufacturing ERP is a bonus, including the underlying data structures and not just the front end.
• Strong backend data skills. SQL at a working level, experience extracting from ERP and other transactional systems, and experience designing and building a data warehouse or equivalent analytic data layer.
• Working knowledge of modern AI and agentic frameworks. You know how large language model APIs, retrieval over internal data, tool calling, agent orchestration, and evaluation actually work, and you can tell the difference between a demo and something that will survive contact with the business.
• Experience with process and workflow platforms such as Jira, ServiceNow, or comparable tools, including designing workflows rather than only administering them.
• Proven ability to design and implement business processes across finance, supply chain, manufacturing, engineering, or program management.
• Comfortable operating without a support layer underneath you in the early phase of the role.
• U.S. citizen and able to obtain a U.S. Government security clearance.

Strongly Preferred

• You have built something real with modern AI frameworks. An agent, a retrieval application, an automation, an internal tool, a side project. Bring it to the interview and be ready to walk through how it works and what broke.
• Expierence integrating into Deltek GCCM backend tables + systems
• Manufacturing and engineering systems depth, including MES, PLM, MRP, bills of material, routings, engineering change, and shop floor data.
• Scripting and development ability, for example Python, PowerShell, SQL heavy work, or JavaScript, sufficient to build integrations and tooling yourself.
• Experience with business intelligence and reporting platforms and with modern data transformation tooling.
• Experience in a FOCI mitigated, ITAR controlled, or otherwise regulated defense environment.
• Experience in a company scaling into full rate production or through a major business system maturity milestone.
• Certifications such as Costpoint, SAP, PMP, ITIL, or Lean Six Sigma.

Education

• Bachelor degree in Information Systems, Engineering, Computer Science, Business, Supply Chain, or a related field, or equivalent work experience.

Special Knowledge and Skills

• Deep understanding of the ERP lifecycle, configuration discipline, and organizational change management.
• Ability to build structured and scalable processes in a fast growing environment where the process does not exist yet.
• Strong systems thinking. You can hold the contract requirement, the process, the data model, and the user experience in view at the same time.
• Ability to operate effectively within a FOCI mitigated organization.
• High attention to detail, documentation rigor, and follow through.
