Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Indirect Cost Rate Administrator. Under administrative direction, this position will independently perform reviews and advanced level audit reviews encompassing the complete range of private agency operations for negotiating indirect cost rates. The position will manage and conduct reviews of provider audit reports used for indirect cost rate proposals sent in by all private agencies and will review, compute, and analyze cost allocation procedures, working capital, current ratio, and Department revenue percentages. This position provides a great opportunity for a motivated individual who is interested in playing a role in ensuring that DCFS implements sound fiscal policies and procedures in the administration of the agency. Essential Functions

  • Serves as Indirect Cost Rate Administrator
  • Manages and conducts reviews of provider budgets,audits reports, Consolidated Year End Financial Reports, and indirect cost rates sent in by all private agencies
  • Composes complete and detailed audit reports regarding indirect cost rates
  • Serves as full line supervisor
  • Provides guidance and training in reviewing budgets with indirect cost rates
  • Maintains contact with private agency accountants and/or CPA's for explanation and clarification of financial statement items
  • Prepares for audits by reviewing DCFS, state, and federal policies, procedures, rules and regulations, prior audit reports, notes, applicable accounting and auditing
  • Provides training to new staff regarding the indirect cost rate, budgeting process, audit process, and DCFS policies and procedures and takes part in management training
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires a bachelor's degree with coursework in auditing, business management, economics, computer science, general and/or cost accounting, or other related subjects.
  • Requires three years of administrative experience in auditing and certification as a CIA or CPA OR four years of administrative experience in auditing


Preferred Qualifications

  • Prefers a bachelor's degree in accounting.
  • Prefers 5 years of professional experience in the analysis and review of financial documents and cost allocation plans according to generally accepted accounting principles in a public or business organization.
  • Prefers 3 years of professional experience developing or negotiating payment rates and indirect costs rates per CFR200 in a public or business organization.
  • Prefers 3 years of professional experience developing and implementing operational rate setting mandates and guidelines in a public or business organization.
  • Prefers 3 years of experience supervising professional staff in a public or business organization.
