As a
Human Resources Officer, you will:
- Exercise full administrative authority for employees assigned to the Office, including subordinate supervisors, in accomplishing objectives and fulfilling program demands.
- Participate in operational planning with top level management to determine the effect of proposed changes to the human resources management programs.
- Direct a program and staff concerned with providing advice and guidance, and administering the following human resources functions: development of personnel policies applicable Bureau-wide; labor relations and negotiations for Bureau-wide coverage and local issues; employee relations to include performance and awards management; discipline; employee training and development; staffing services to include, recruitment and outreach, OPM certification requests, merit promotion, special hiring authorities; pay-setting and administration; position management and classification services; benefits and services (health insurance, life insurance, retirement, incentive awards, external awards, etc.); HRIS ; SES program management; and special projects, serving as OHR coordinator for all functional areas on special, complex assignments and projects.
- Serve as advisor to Senior executives, managers and supervisors, and provides guidance and assistance to supervisors and employees on all areas of human resources management regulations, policies and laws.
- Analyze and evaluate workforce plans, employment trends, budget development and implementation, complex-wide studies and human capital management assessment tools and programs.

- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Undergo a tax compliance review.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
- Submit to a drug test prior to your appointment.

GS-14 grade level in the Federal service
.Specialized experience for this position includes:- Advising leadership on workforce composition and long-range workforce planning strategies; AND
- Leading restructuring initiatives, consolidations, and realignment efforts to support evolving business needs; AND
- Supervising a staff of Human Resource professionals responsible for Staffing, Recruitment, and Classification functions; AND
- Leading labor union/management relations and bargaining negotiations; AND
- Guiding Human Resource policy development and compliance operations.
In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:

GS-15, you must have been at the
GS-14 level for 52 weeks.

- The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for workdays during the shutdown period.
