As a Human Capital Specialist (Executive Resources Team Lead), GS-0301-15, your typical work assignments may include the following:
1. Serves as the senior technical expert and advisor on executive resources programs, providing authoritative guidance to senior leadership on complex matters involving executive staffing, allocations, compensation, performance management, executive development, succession planning, and senior leadership workforce strategy.
2. Leads comprehensive studies, program evaluations, and strategic initiatives involving executive resources and workforce management; analyze complex organizational, workforce, operational, fiscal, and policy issues and develop data-driven recommendations for senior leadership.
3. Interprets and applies Federal statutes, regulations, Executive Orders, Presidential directives, OPM requirements, and agency policies to resolve complex and sensitive executive resources issues, including matters where guidance is incomplete, ambiguous, conflicting, or subject to differing interpretations.
4. Develops and evaluates executive resources policies, methodologies, procedures, and implementation strategies and assess the operational, organizational, workforce, fiscal, and strategic implications of proposed changes to executive management programs and initiatives.
5. Conducts strategic workforce and organizational analyses involving executive staffing requirements, leadership capacity, succession risks, organizational structure, executive allocations, performance, compensation, and executive development; identify trends, risks, systemic issues, and emerging workforce requirements.
6. Develops executive-level decision-support products, including analytical reports, workforce forecasts, policy recommendations, implementation plans, briefing materials, and presentations, and communicate complex and sensitive findings and recommendations to senior officials.
7. Represents the organization in interagency and governmentwide forums, including OPM working groups, councils, and policy-development activities; establish collaborative relationships with senior officials and stakeholders and advocate for organizational positions on complex executive resources matters

QualificationsMINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following:
1. Serving as a senior technical advisor or subject-matter expert providing authoritative guidance on executive or senior-level workforce management programs, policies, or initiatives; 2. conducting qualitative and quantitative analyses of complex workforce, organizational, or human capital issues; identifying trends, risks, relationships, and potential consequences and developing analytical models, methodologies, or recommendations to address organizational challenges; 3. interpreting and applying Federal laws, regulations, executive orders, policies, or other governing authorities to resolve novel, ambiguous, conflicting, or setting human capital or executive resources issues and develop appropriate courses of action; 4. leading strategic studies, program evaluations, policy-development initiatives, or organizational analyses involving multiple interrelated factors and developing alternative approaches, policies, procedures, or methodologies to support senior-level decisions; and 5. providing advice and communicating complex, sensitive, or potentially controversial human capital issues and recommendations to senior executives or other high-level stakeholders, including through executive briefings, written analyses, presentations, interagency forums, or multidisciplinary teams.Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
