As a 1241 Human Resources Business Partner you will report to the Director of Classified Staffing, be a part of the Civil Service Staffing Team. You will help to lead the Civil Service Staffing Team's transformational work to deliver on the promises outlined in our long-term, city-wide North Star, Vision, Values and Guardrails.

  • Collect, review and analyze job data, including job analysis questionnaires, job descriptions, class specs and organizational structures to determine essential functions and required competencies; interview employees and supervisors to clarify and elicit job information and organizational relationships. Participate in and/or lead the development of Position Based Tests (PBT) and City-Wide Class Based Tests (CBT) exams within the district's merit unit.
  • Conduct internal and external surveys of classifications and salaries to determine prevailing classification and compensation trends.
  • Prepare classification specifications, including definitions, allocation factors, essential duties, and job related qualifications in compliance with ADA, EEO and AA guidelines; ensure consistency within class series and job families.
  • Prepare correspondence, reports and memos including civil service findings of fact, classification studies; and analyses of survey data.
  • Provide advice, consultation, and information to USD departmental managers and supervisors, employees, DHR, and other jurisdictions regarding organizational structures, appropriate staffing patterns, and classification, compensation, budgetary issues and related personnel policies and procedure issues. Analyze administrators' requests for HR information and procedures, and provide correct information in response.
  • Develop written, oral and performance selection processes by collecting and analyzing job analysis information, designing the selection plan, preparing interview content with the assistance of subject matter experts, to ensure that the important competencies are measured in a valid and job-related manner in compliance with federal guidelines on employee selection
  • Analyze recruitment needs based on workforce analyses and staffing goals; develop national statewide and local recruitment plans; conduct analyses of results of selection devices to assess possible adverse impact and ensure compliance with federal guidelines.
  • Plan and coordinate the administration of selection interviews by securing the facilities, raters, proctors; scheduling and notifying candidates of date, time and place of interviews; gathering and preparing documents, supplies and equipment to conduct effective and timely examinations in a uniform and equitable manner.
  • Analyze results of selection procedures to determine passing scores and the most qualified candidates; prepare responses to CCSF DHR referrals or submit documentation to secure DHR authorization for provisional appointments.
  • Respond to appeals or protest of personnel decisions and/or procedures; facilitate meetings between applicants, departments and or unions to resolve problems; and prepare correspondence and memos and documentation of actions or formal reports.
  • Interpret and apply relevant contract provisions, including compensation, seniority, probationary status provisions, to advise departmental representatives of appropriate actions.
  • Advice departments, employees and general public regarding applications of CSC rules, relevant charter provisions, Board of Education policies and administrative regulations, California Education Code, administrative codes, and relevant federal and state guidelines relating to all aspects of selection and employment including ADA, Federal Guidelines on Employee Selection, FMLA, and Collective Bargaining Agreements.
  • Participate in special projects, as necessary.

Minimum Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university.

Substitution: Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
