SummaryThis position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Grants Management (OGM). OGM is responsible for providing accurate and timely grants management services throughout the grant life cycle to grant-making agencies across DOL. Through delegated Grant Officer authorities, OGM delivers centralized grants administration to support federal assistance award management.

For Series 1109 - GS-13:- Serves as key expert liaison and technical advisor to senior level agency officials and managers on federal assistance (grants management) objectives, policies and plans.
- Analyzes and evaluates compliance and completeness of Statements of Work proposed annual plans which are subsequently incorporated in official grant award documents.
- Has grant management responsibility for one or several major grant programs within the Agency (Dislocated Workers, Indian, Farmworkers, Older Workers, formula grants to states, discretionary grants cooperative and interagency agreements); oversees and manages the designation process for special targeted program grants, and/or grant award
and funding process for formula and discretionary grants to states and keeps the Grant Officer informed of all developments. - Develops procurement and assistance objectives for applicable programs in compliance with governing regulations and procurement and assistance standards; constructs the appropriate grant instrument including funding arrangements, incremental and/or subcontracting policy, and similar circumstances.
- Prepares and maintains current federal assistance plans, appropriate milestone charts, and related schedules (scores, applicant information, etc.), and solicitation documents; performs detailed analyses of all elements of cost in grantee
proposals as well as technical information (industries, scores, geography of services, etc.). - Provides guidance to program officials, fellow grants management specialists, grant applicants and recipients in the interpretation, application and implementation of applicable laws and regulations, policies, procedures pertaining to all aspects of federal assistance program activities, e.g., grants, cooperative and interagency agreement planning and solicitation through program administration, expiration and closeout, etc.

QualificationsFor GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Must have experience in
all of the specialized areas listed below working with workforce development programs (youth, apprenticeship, adult, dislocated workers, older workers, homeless) through grants and/or cooperative agreements. Evidence to support your work must be included in your resume, including the names of those workforce development programs. You must also be able to explain your experience during the interview.
- Serving as a lead/expert in implementing and managing workforce development grant/cooperative agreement programs by providing grants-related assistance and services. (Examples include, but not limited to: Primary contact for a grant program, Building new grant awards in an electronic grant making system, review and make grant action recommendations to the Grant Officer, and review and process modifications.)
- Experience performing administration tasks for workforce development grant/cooperative agreement programs. (Examples include, but not limited to: Completing grant close-out processes following an agency developed closeout manual/handbook, preparing final assessments of compliance with statutory and agency requirements using 2 CFR 200 and 2900, and/or performing financial and accounting reconciliation, and resolution of any adverse audit findings.)
- Experience performing pre-award tasks for workforce development grant/cooperative agreement programs. (Examples include, but not limited to: Serving as a deliberation specialist, providing input for grant solicitations, and/or making recommendations to the Grant Officer for awards, serving as the lead in a grant solicitation.)
