Job Description

The Texas General Land Office is seeking a Systems Analyst (System Analyst VI) within the Information Technology Services Department of the agency.

Performs highly advanced (seniorlevel) computer systems analysis work with agencywide scope and impact. This position serves as a principal technical authority on system behavior, configuration, integration, and effective use across the organization.

Work involves leading the most complex, novel, or missioncritical systems analysis initiatives; performing handson analysis and requirements refinement for highrisk or precedentsetting efforts; defining agencywide standards for systems analysis, requirements detail, testing, validation, and documentation; and advising leadership on system capabilities, limitations, risks, and longterm improvement opportunities. While this role establishes standards and provides strategic guidance, it retains direct involvement in the most complex analysis and validation work.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Influences agencywide systems practices through technical authority, consultation, and standards stewardship rather than people management.

About the Role

The System Analyst VI plays a vital role in ensuring the reliability, integrity, and strategic evolution of the agency's enterprise systems. Serving as a senior technical authority, this position leads the most complex and highimpact systems analysis efforts across Dynamics 365, Power Platform, Azureintegrated, and hybrid environments.

This role contributes to the longterm sustainability and governance of enterprise systems by defining analysis standards, refining requirements for missioncritical initiatives, guiding configuration practices, and leading validation efforts for complex releases. The System Analyst VI partners closely with product owners, engineering teams, and business stakeholders to translate operational needs into clear, testable requirements while safeguarding system integrity, integration consistency, and regulatory alignment.

Operating as a handson senior contributor, the System Analyst VI serves as a subjectmatter expert in system behavior, configuration governance, and crossplatform integration strategy. The individual in this role demonstrates sound judgment, analytical depth, and a commitment to delivering reliable, wellgoverned systems that support agency operations and protect missioncritical services.

What Your Contributions to the GLO Will be:

  • Enterprise System Analysis & Complex Execution Performs and leads handson analysis of the most complex, novel, or missioncritical system challenges with agencywide impact.
  • AgencyWide Requirements & Analysis Standards Leadership Defines and enforces standards for requirements detail, acceptance criteria, and analysis practices; leads handson refinement of requirements for highrisk, highly complex, or precedentsetting initiatives.
  • Configuration Governance & System Optimization Strategy Establishes governance and best practices for system configuration and optimization; performs handson configuration for complex or highimpact scenarios.
  • Testing, Validation & Quality Assurance Authority Defines agencywide testing and validation standards; leads handson validation for critical releases and supports resolution of systemic quality issues.
  • System Documentation, Training & Knowledge Stewardship Oversees documentation and training practices; ensures consistent system understanding across the organization and supports enterprise user enablement.
  • Advanced Technical Consultation & Systems Advisory Serves as a senior technical authority advising leadership, product owners, and engineering teams on system behavior, risks, constraints, and longterm improvement opportunities.


Minimum Qualifications:

  • Bachelors degree from an accredited fouryear college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.
  • This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.


Preferred Qualifications:

  • Extensive experience performing seniorlevel systems analysis for complex, enterprisescale applications.
  • Demonstrated handson experience working within cloudenabled environments, including experience supporting systems deployed in Microsoft Azure. Experience working across hybrid or multiplatform environments is preferred.
  • Experience defining and refining detailed functional requirements, acceptance criteria, and validation approaches for highrisk or missioncritical initiatives.
  • Experience establishing and promoting standards for requirements documentation, configuration practices, and system testing methodologies.
  • Experience configuring and optimizing enterprise systems in complex or highimpact operational scenarios.
  • Experience leading validation efforts for critical releases in coordination with technical and business stakeholders.
  • Experience integrating enterprise applications with internal systems or commercial offtheshelf (COTS) and SoftwareasaService (SaaS) platforms.
  • Experience advising leadership and crossfunctional teams on system capabilities, constraints, risks, and longterm improvement opportunities.

  • Knowledge of:

    • Advanced systems analysis methodologies and requirements elicitation techniques.
    • Governance and lifecycle management practices for SaaS and Azureintegrated systems.
    • Enterprise integration models involving D365, Power Platform, serverless components, and hybrid systems.
    • Testing, validation, and quality assurance approaches for enterprise applications.
    • Cloudenabled system deployment models, including Microsoft Azurebased environments.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
